The DRC North Africa regional office is seeking a highly qualified Program Advisor with demonstrated experience designing and evaluating humanitarian and development programming that assists people on the move. The advisor will draw from their knowledge of migration trends within and from the African continent, as well as relevant legal frameworks and policies affecting people on the move, to support the organization in further designing multi-country programming between West, East and North Africa with a routes-based approach that is responsive and flexible. The role will support DRC’s efforts to respond to the needs of people involved in mixed migration from their country of origin, throughout their journey, and at their destination.

About the job

The Program Advisor will be tasked to identify impactful and innovative approaches to migration-related programming that acknowledges and seeks to address the spectrum of issues faced by migrants, while strengthening and harmonizing migration programming and strategy across countries and regions. Fundamental to the responsibilities of the advisor is to support DRC in ensuring the rigorous application of rights-based approaches to all migration-related programming. Your main duties and responsibilities will be:

 

PROGRAM REVIEW AND TECHNICAL ADVICE

  • Map and undertake a technical review of existing migration-related programming focused on. As part of this exercise, create a database of guidance documents, standard operating procedures and tools used in migration-related programming.
  • Work with program focal points at the region and key country programs to analyse strengths, weaknesses and gaps across existing migration projects, identifying opportunities for sharing experience and data and lessons among key programmes.
  • Utilising both mapping and consultations, develop key recommendations across three areas:
    • 1) Improving and harmonizing key documents and tools as a means to enhance technical rigor and consistency across countries and regions.
    • 2) Improving the design process for future migration programming to ensure proposed programs are more cohesive, effective and responsive to the needs of people on the move.
    • 3) Improving coordination and information sharing related to migration programming between DRC country operations and regions.

Development of the Routes-Based Strategy and Program

  • Collaborate with DRC’s program teams to refine the organization’s routes-based migration strategy and programming concept, ensuring alignment with existing DRC strategies, policies and initiatives. The strategy will focus on North Africa but will aim to connect and harmonize initiatives across West Africa, East Africa and Europe as key regions based on a routes-based approach.
  • Create a one-year response roadmap identifying opportunities for immediate programmatic collaboration between countries and regions as a means to enhance and provide more comprehensive responses along with all points of key migration routes. Ensure that proposed interventions/activities are based on accepted best practices and draw from lessons learned under the mapping and consultations referenced above.

About you

To be successful in this role we expect you to have a minimum 5 years’ experience in the humanitarian sector with a specialization in migration and protection programming. Moreover, we also expect the following:

 

Required

  • Minimum of 5 year of experience working in Africa responding to humanitarian crises
  • Technical expertise in developing strategy and program documents and tools for humanitarian agencies
  • Proven experience in coordination of humanitarian actors
  • A post-graduate degree in humanitarian and/or development studies, social policy or a related subject, or comparable practical experience
  • Technical training on migration is considered an advantage
  • Fluent written and spoken English

 

Desirable

  • Fluency in French or Arabic is an advantage but not required
