Regional Operations & Admin Manager

The Regional Operations & Admin Manager is responsible for the effective management of operations, administration, procurement, logistics and human resources support for SPARK’s FEMFOCUS programme in Tunisia and Morocco. The role ensures that the two country teams have the systems, services and working environment needed to implement the programme efficiently and in line with SPARK and donor requirements.

The position is based in Tunis and works across the FEMFOCUS programme in Tunisia and Morocco. The Manager reports to the Regional Programme Director and works directly with SPARK’s HR Manager on HR matters. The Manager directly supervises the Regional HR Officer and the Procurement/Admin Officers in Tunisia and Morocco, and oversees operational support staff as relevant.

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

Operations and Administration

  • Oversee day-to-day operations and administration for the FEMFOCUS programme in Tunisia and Morocco and ensure consistent application of SPARK procedures across both country teams;
  • Ensure offices, services, equipment and operational arrangements are in place and functioning effectively to support programme implementation;
  • Oversee travel, accommodation, events, meetings and other logistical arrangements required for programme activities and staff;
  • Oversee office leases, utilities, service agreements, insurance and other recurring operational contracts, and ensure timely renewal and proper documentation;
  • Ensure accurate and up-to-date asset registers, inventories and records for programme equipment and property;
  • Identify operational risks or bottlenecks and resolve or escalate them in a timely manner;
  • Coordinate with Finance on operational payments and supporting documentation while maintaining clear separation between operational responsibilities and financial approval and processing functions.

Procurement and Contract Management

  • Oversee procurement planning and implementation in Tunisia and Morocco, ensuring procurement is timely, competitive, properly documented and in line with SPARK and applicable donor requirements;
  • Guide and supervise the Procurement/Admin Officers in procurement processes, supplier sourcing, quotations or tenders, evaluations, contracting and delivery follow-up;
  • Review significant or higher-risk procurement processes in line with delegated authority and ensure required approvals and documentation are in place;
  • Ensure supplier and service-provider files, procurement records and contracts are complete, organised and available for review or audit;
  • Monitor supplier and service-provider performance and address recurring operational or contractual issues;
  • Coordinate with Finance and programme teams to ensure procurement plans are aligned with approved budgets, workplans and implementation timelines.

Human Resources and Working Environment

  • Oversee the effective implementation of HR processes for the FEMFOCUS teams in Tunisia and Morocco, working closely with SPARK’s HR Manager and in line with SPARK HR policies and local requirements;
  • Supervise the Regional HR Officer and ensure timely and accurate recruitment administration, onboarding, staff records, contracts, leave administration, performance-management processes and offboarding;
  • Support the Regional Programme Director and Programme Managers in workforce planning, recruitment processes and day-to-day people-management matters, within the responsibilities of the role;
  • Ensure HR records and documentation are complete, accurate, confidential and maintained in accordance with SPARK requirements;
  • Promote and help maintain a safe, respectful, inclusive and motivating working environment across the Tunisia and Morocco teams, and ensure staff concerns are handled or escalated through the appropriate channels;
  • Support consistent application of SPARK policies, code of conduct, safeguarding, duty of care and workplace procedures, in coordination with the relevant HR and management colleagues;
  • Follow up on HR and workplace issues requiring action and ensure timely coordination with the HR Manager and Regional Programme Director.

Team Management and Coordination

  • Directly supervise the Regional HR Officer and Procurement/Admin Officers in Tunisia and Morocco, ensuring clear work allocation, quality of outputs and timely delivery;
  • Provide day-to-day guidance, coaching and performance feedback to staff under the Manager’s supervision;
  • Coordinate operational support staff, including drivers and cleaners, through the relevant country operational arrangements;
  • Work closely with the Programme Managers to anticipate and respond to country operational and staffing needs;
  • Maintain regular coordination with the Regional Programme Director, HR Manager, Regional Finance Manager and other relevant colleagues to ensure operations, HR, procurement and programme implementation remain aligned;
  • Promote consistent operational and administrative practices across the Tunisia and Morocco teams.

Requirements and Skills

  • Minimum 7 years of relevant professional experience in operations, administration, HR, procurement or a comparable support-management function, preferably in an international NGO or donor-funded environment;
  • Bachelor degree in Business Administration, Management, Human Resources, Logistics, Procurement or another relevant field. A Master degree is an asset;
  • Demonstrated experience managing operations and administration across multiple functions and supervising staff;
  • Practical experience with HR processes, including recruitment, onboarding, staff administration and performance-management processes;
  • Good practical knowledge of procurement processes, supplier management, contracting, logistics, assets and office administration;
  • Experience applying organisational and donor procedures and maintaining complete documentation and audit trails;
  • Ability to organise multiple priorities, solve practical problems and ensure timely follow-up across two country teams;
  • Strong people-management and interpersonal skills, with the ability to contribute to a safe, respectful and motivating working environment;
  • Professional proficiency in French is required;
  • Professional proficiency in Arabic is required;
  • Professional working proficiency in English is required;
  • Ability and willingness to travel regularly between Tunisia and Morocco;
  • High level of integrity, discretion and confidentiality.
