Background

The WATER POrT component (Water Resources Management Good Practices and Knowledge Transfer) of the WATER SUM project focuses on promoting and enhancing the sustainable use of regional water resources in the Middle East and North Africa (MENA). It offers a platform for dialogue and for building skills and transferring knowledge on integrated water resources management and adaptation to climate change, working with water authorities at national level and with a broad selection of stakeholders. The component aims to achieve the following results: (i) methodological capacity building and the reinforcement of the skills of respective national authorities; (ii) the promotion of a framework for common understanding among water practitioners and stakeholders; and (iii) strengthened abilities of practitioners to deal with the impacts of climate change on water resources.

Objectives of the assignment

The objective of the present assignment is to improve the skills and capacities of the respective authorities in Tunisia and Jordan for water resources protection (WRP). This includes improving knowledge about the ecosystem aspects of watersheds, optimising monitoring networks, and introducing effective and efficient methodologies for monitoring, data management and exchange.

Tasks

The contractor will ensure the following:

  • Task 1 – Capacity building for the monitoring of surface waters and groundwater
    • Sub-task 1.1 – Preparation and delivery of national workshops on the monitoring of water quality in Tunisia and Jordan
    • Sub-task 1.2 – Feasibility studies for optimising the monitoring of surface waters and groundwater in demonstration sites in Tunisia and Jordan
    • Sub-task 1.3 – Elaboration of guidance for water monitoring techniques applicable in the MENA region
    • Sub-task 1.4 – Preparation and delivery of a training on water monitoring in demonstration sites in Tunisia and Jordan
  • Task 2 – Capacity building and assistance on data processing and exchange
    • Sub-task 2.1 – Regional workshop on data processing and exchange
    • Sub-task 2.2 – Development of protocols for the processing and exchange of hydrological, meteorological and water quality data
    • Sub-task 2.3 – Trainings on data processing and exchange
    • Sub-task 2.4 – Recommendations for follow-up activities

Place of performance

The place of performance of the tasks shall be the contractor’s premises or any other place indicated in the tender, with the exception of the REC’s premises.

Equipment

No equipment is to be purchased on behalf of the contracting authority. Any equipment required by the contractor for the completion of the work must be provided by the contractor at no additional cost to the contracting authority.

Reporting

The contractor shall prepare the following reports:

  • Inception report
  • Punctual reports linked to the conclusion of specific, implemented activities and deliverables
  • Interim progress report
  • Final report

Competencies, qualifications and expertise

Tenderers (in the case of a joint tender the combined capacity of all tenderers and identified sub-contractors) must comply with the following criteria:

  • The tenderer must provide proof of a range of consultation experience and knowledge in the fields of (a) integrated water resources management (IWRM); (b) water monitoring (including qualitative and quantitative parameters); and (c) information technology (IT) in the field of water monitoring and data management with at least two projects successfully completed in each of the above fields in the last 10 calendar years (2005–2015).
  • The tenderer must provide proof of their ability to draft reports in English.
  • The tenderer must provide proof of their experience and capacity to offer consulting services covering the targeted region, with at least two projects successfully completed in Jordan, Tunisia, or any other MENA country, in the last five calendar years (2010–2015).
  • The above experience/projects need to include the following (more than one area can be covered under each project):
    • water resources protection;
    • water monitoring;
    • the development and use of water management tools and methods; and
    • the drafting of reports and recommendations.

The following proof should be provided in relation to the above criteria:

  • A description of relevant services provided through the above-mentioned projects, with amounts, dates and service recipients, whether public or private. Please provide this information using the Reference form, found in the tender specification document, Annex 2.
  • The project descriptions must be accompanied by certificates of satisfactory execution, specifying that projects were carried out in a professional manner and that they have been fully completed, with evidence of final payment.

Personnel requirements

The team delivering the service should include, as a minimum, the following profiles:

Project manager: The project manager should have at least 10 years’ professional experience in project management, including overseeing project delivery, responsibility for quality control of the delivered service, client orientation and conflict resolution in a project of a similar size and nature (i.e. IWRM and water resources protection).

Experts: The team should include at least three experts with a university degree and at least five years’ professional experience in fields relevant to the implementation of the IWRM approach, covering, collectively, all of the following topics:

  • governance in the water sector in Jordan and Tunisia;
  • water quality assessment;
  • monitoring of surface waters and/or groundwater; and
  • data management, related to the water sector.

Please provide proof of the required skills using the CV form found in the tender specification document, Annex 3. 

Language capacities: The team of experts involved in the project must collectively have a proven ability to work in English, Arabic and French, without the need to resort to translation with a minimum language level B2 in reading understanding. At least two members of the team should have advanced language skills in English (minimum language level C1 in understanding, speaking and writing, as demonstrated by a certificate or relevant experience).

Contract duration

  • The assignment is expected to begin in April 2016.  
  • The tasks shall be completed within 12 months of the signature of the contract.
  • The execution of the tasks may not start before the contract has been signed.
  • The successful applicant will be directly accountable to the REC. The contract will be managed through the REC, which will appoint a focal person(s) to whom the selected applicant will report directly.

Pricing

The maximum budget is fixed at EUR 100,000, including VAT (including fees, travel and all other content-related costs). The price for the tender must be given in euros.
