About the JOUSSOUR project 

Funded by the UK embassy. Designed and implemented by BEDER, a youth-led Tunisian civil society organisation, JOUSSOUR (which is the Arabic for “Bridges”) is a programme aimed at building resilience in young people and targeted communities. Specifically, the programme identifies young people at-risk through an ethical and transparent early-warning system before providing them with non-securitised pathways and tailored solutions to their grievances through peer-mentoring.

 

The current JOUSSOUR technical approach follows three important steps:

First, during the screening phase, youth street mentors trained by BEDER identify and engage with vulnerable young people.

Second, after they are screened, susceptible young people are offered to join the JOUSSOUR programme by peer-mentors. If they consent, they are introduced to the local CSDI-affiliated community counsellors: a social worker and a psychologist. 

In the final phase, community councillors devise a service plan tailored to the needs of the JOUSSOUR participant, based on social inquiry and psychological evaluation findings. This plan is then presented to a local multi-agency panel comprised of representatives of the ministries of education, culture, health, women & family, interior, religious affairs, labour and vocational training, social affairs, youth and sports, and municipality officials. 

 

About the position 

In this context, BEDER is seeking to recruit a Regional Coordinator in Kef, to liaise between the different stakeholders in the region and BEDER team. He/She must have a full understanding of the project and especially its technical aspects to be able to help the community councillors and the local multi-agency panel better target the vulnerabilities and better assess the risks, and work in group to tailor an adequate service plan for the JOUSSOUR beneficiary.

 

Detailed Responsibilities 

  • The Kairouan Regional coordinator will cover the Centres of Defence and Social Integration of the Ministry of Social Affairs in the following areas: Kairouan, Zaghouan, Kasserine and Sidi Bouzid 
  • Manage communications and act as a liaison between field workers, government counterparts, and other stakeholders, including program staff.
  • Build and maintain close relationships with partners and local ministry staff
  • Prepare mission trip of M&E expert and senior technical advisor: schedule meetings, plan activities such as qualitative (group) interviews, support overall logistics, etc.
  • Provide support in the dissemination and use of the Joussour tools and materials by the different partner CDSI in their respective areas
  • Work closely with assigned Beder team to ensure activities are implemented according to standard operating procedures (SOP’s).
  • Write activity reports and weekly progress report of project implementation, meeting notes, etc…
  • Conduct analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines
  • Deliver presentations at professional meetings and respond to partners’ inquiries 
  • In coordination with the M&E Expert oversee impact evaluation implementation including baseline data collection, mid-term data collection, and final survey, as well as collection of administrative data
  • Oversee the logistics and control of field operations related to the visits and collaboration with the CSDIs in their covered areas of intervention
  • Manage Data documentation and storage. The Coordinator is responsible for ensuring proper and comprehensive documentation of the impact evaluation activities, as well as making sure all data and corresponding documentation is properly stored.

 

Eligibility Criteria 

  • Bachelor’s Degree
  • Excellent writing and verbal communication skills
  • Fluent in English, Arabic and French
  • Positive, pro-active personality with good interpersonal and networking skills
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred
  • Experience with international programs preferred
  • Familiarity with the Tunisian administration is highly desirable
  • Ability to coordinate multiple simultaneous processes, set realistic priorities, and develop/adhere to plans for successful implementation of activities
  • Experience using Microsoft Office
