Assignment:

In coordination with the REACH Country Focal Point, the Data base officer will support in data cleaning and analysis. S/He is responsible for data quality assurance and liaising with Data Collectors and partners  in Libya during the data collection period. The REACH Data Base Officer will liaise with the Assessment Officer and GIS Officer to ensure timely collection of data from local partners based in Libya during the assessment period. The REACH Data Base Officer also acts as point of contact for the team of Data Collectors in the field. Fulfilling other duties when requested by the Country Focal Point or Assessment Manager.

We are currently looking for a REACH Data Base Officer to support our Libya team based in Tunis, Tunisia.

No travel to Libya required.

• REACH GIS Officer, Enumerators, other ACTED and REACH team members

Responsibilities

The REACH Data Base Officer is responsible for completing the following tasks:

• Planning and supervising of data collection
  • Develop and revise data collection tools/surveys used by partners to improve the quality and relevance of the information collected
  • Train enumerators on the use of data collection methods, tools, and processes
  • Follow-up on data technical issues pertaining to data collection in Libya
  • Provide timely and accurate updates to the REACH Projects managers/GIS Officer of any changes or challenges in data collection
  • Maintain, update and expand R-based system of data management and analysis for data dissemination and reporting
  • Review and process filled questionnaires
  • Manage data cleaning and maintenance of databases
  • Provide support to other REACH team members as required in data aspects.

• Ensure data quality assurance
  • Responsible for data cleaning, and for support on debriefings
  • Develop training materials on data collection techniques, data safety and security, amongIn coordination with the REACH Country Focal point, under the direct supervision of the REACH DB/GIS Officer, participate in coordination platforms based in Tunis as needed and relevant
  • Monitoring remotely the data collection in the field and check it is collected with quality (for example, interview technique, methodology of assessment is followed).
• Management
  • Implement operational processes and controls to ensure that data management services are of the highest quality by providing appropriate support to enumerators
  • Establish strong regular coordination at central and field levels with enumerators for data collection and management
  • Assist in the recruitment, training and on-going support of data collectors and data entry personnel, where appropriate.
