Public Administration & Governance Advisor 

GIZ Libya Cluster in Tunis 

Tunisia is a partner country of German development cooperation. Since 1975, the Deutsche Gesellschaft für  Internationale Zusammenarbeit – GIZ – is present in Tunisia. On behalf of different German federal ministries GIZ  executes projects in the framework of the German Tunisian technical cooperation. Since 2011, GIZ also executes  projects in Libya. Due to the security situation in Libya, the projects are implemented in remote management from  Tunis.  

With the GNU’s Ministry of Local Government and 30 partner municipalities throughout the country, we support  Libya’s ambitious decentralisation process, transferring competencies and responsibilities for public services from  central government level to local municipal administrations. In close cooperation with the Ministry of Health, GIZ  provides technical assistance to strengthen local health centres and to diversify, improve and deliver basic health  services for the population. Economic and social integration of young people remains a major challenge in Libya,  which is why GIZ has partnered with the Ministry of Youth in an effort to upgrade youth centres and to train youth  multipliers to contribute to youth work and social cohesion in their communities. Within the renewable energy sector,  we work with the Prime Minister’s Office, the Renewable Energy Authority of Libya and other key stakeholders in  strengthening their institutional and technical capacities and in setting up a conducive regulatory and legal  framework for both grid-connected as well as off-grid solutions. All projects center on the population in all of Libya,  with a special focus on vulnerable and disadvantaged groups. 

As part of its efforts to support Libya in promoting good governance, GIZ is implementing “Mousanada II:  Strengthening Institutions and Public Policies for Good Governance in Libya”. The initiative is co-financed by the  EU and BMZ and operates within the framework of the Support to Municipalities in Libya (SML III) programme,  ensuring coordination and alignment across both projects. In partnership with the Ministry of Local Government  (MoLG) and Ministry of Planning (MOP), Mousanada II provides flexible, demand-driven technical assistance to  selected national public institutions and municipalities in order to improve governance mechanisms and institutional  capacities, and thereby the quality of services provided to Libyan citizens.  

With the goal of strengthening its team, the project ” Support for Municipalities in Libya – SML3 ” is looking for an Public Administration & Governance Advisor to be based in Tunis. 

Responsibilities: 

  • Supporting the planning, coordination and implementation of activities with a thematic focus on institutional  development, digital governance and the modernisation of public service delivery at both national and  municipal levels. 
  • Providing policy, technical and institutional advice to both programme teams and partner institutions on  the integration of innovative solutions and the use of digital tools to improve public administration,  governance processes and service efficiency. 
  • Managing and monitoring international contract pools of experts, including the identification of required  profiles, drafting of terms of reference and ensuring the effective mobilisation, supervision and  performance monitoring of experts from these pools to guarantee high-quality, timely and needs-oriented  delivery of services. 
  • Ensuring effective follow-up on support measures, as well as contributing to monitoring, reporting,  knowledge management and the communication of results. 

In this context, the position holder fulfils the following activities: 

1) Core scope of activities:

Bureau GIZ (Tunisie) 

  • Provide conceptual, policy and institutional advice to national and municipal institutions and partners in  Libya as well as other partners on the integration of innovative solutions into governance processes Identify needs for external technical expertise in institutional development, digital transformation and  governance reform; coordinate and quality-control consultancy teams; manage national and international  procurements (ToRs, technical specifications, budgets, contracts, expert inputs, invoicing) Support the implementation of the programme’s M&E system, provide data and inputs for indicators and  ensure evidence-based reporting on institutional development, digital governance and service  modernisation 
  • Contribute to knowledge management by documenting lessons learned, success stories and best  practices by preparing knowledge products for stakeholders  
  • Prepare regular technical and financial progress reports on activities and achievements related to national  and municipal reform processes. 

2) Other duties/additional responsibilities 

  • Ensure a continuous and transparent flow of communication between GIZ, partner institutions and relevant  stakeholders. 
  • Support the planning and organisation of workshops, events, study visits, delegation exchanges and other  knowledge-sharing formats. 
  • Represent the project and its thematic workstreams in coordination forums and technical working groups  as required. 
  • Ensure that their specific areas of responsibility and tasks are agreed upon and regularly reviewed with  the Programme Management Team. 
  • Perform other tasks as assigned by the Programme Management Team in line with the evolving needs of  the programme 

Qualifications

Post-graduate degree in public administration, digital governance, political science, public policy,  information systems, economics, law or another relevant field to governance and digital transformation.

Four or more years of relevant professional experience in the areas of public sector reform, institutional  development, digital governance or digital transformation in government or with recognised national or  international organisations. 

Three or more years of professional experience working with or for international development  organisations, ideally in advisory roles supporting public institutions or reform processes.

Demonstrated understanding of institutional structures, governance systems and public sector processes  in Libya or another MENA country, including at subnational levels, as well as familiary with international  best practices in digital governance and/or public administration reform. 

Practical experience in advising government institutions on the design and implementation of digital tools,  platforms or strategies aimed at improving transparency, efficiency and service delivery is an asset.

Experience in managing and coordinating digital transformation or governance reform initiatives, including  needs assessments, capacity development measures and stakeholder engagement. 

Proven ability to conceptuatlise and implement capacity development approaches for diverse target  groups. Familiarity of GIZ Capacity Works model is an asset. 

Strong experience in planning, organising and documenting development cooperation activities (e.g.  workshops, trainings, peer exchanges, study visits, policy dialoges, etc.). 

Team-oriented working style, combined with the ability to work independently and proactively. Proven ability to establish and maintain strong, trust-based relationships with partners at all levels.

Excellent oral and written communication skills, including the ability to draft high-quality reports and deliver  clear, engaging presentations. 

Ability to work effectively in a multicultural and diverse environment. 

Strong sense of responsibility, reliability and ability to meed deadlines under pressure.

Excellent working knowledge of ICT tools anc computer applications, especially MS Office (Word, Excel,  PowerPoint and Teams). 

Fluency in English (C1) and Arabic (C2), both written and spoken, at a professional level.
