  • Première Urgence Internationale (PUI)

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France

  • Background 

PUI has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionaly, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities.

PUI Libya mission has a staff of 4 international members and around 30 national members from different departments (administration, HR, logistics, medical professionals, watchmen, drivers, cleaners). The national staff speaks Arabic as their first language. Some of them speak also English or French fluently. 

  • Assignment Description 

PUI wants to widen the provision of external psychological support to the staff and acknowledges that a number of the national staff has faced potentially psychologically traumatic events in their line of work or in their past and that certain work duties might activate these memories, influencing the psychological wellbeing of the individual.  

  • Objective

The objective of the psychological staff care service provider is to provide specialized psychological counselling in Arabic. English proficiency is also required for administrative tasks or in case the staff member prefers it as language of interaction.

  • Responsibilities of the service provider

 

The service provider will be responsible of

  • Conducting 1 assessment session to identify the exact support needs of the staff member and to set a plan and goals in collaboration with the staff member, according to the good standards of psychological and mental health care, including strict confidentiality
  • Providing psychological counselling according to the plan up to 10 sessions (including the assessment session) paid by PUI, according to the good standards of psychological and mental health care, including strict confidentiality
  • Conducting the assessment and counselling sessions in Arabic (or English if specifically required by the staff member), according to the choice of the staff member
  • Conducting the sessions online, using either skype or Teams or other similar platform
  • The costs of internet connection needed for conducting the sessions and for other communication with the staff member 
  • Maintaining his/her professional skills by attending trainings and reading professional literature
  • Informing PUI well in advance if the caseload is getting too big so that no new cases cannot be referred any more to the service provider
  • Informing PUI 1 month in advance if s/he wants to finish service provision to PUI
  • Sending PUI once per month an invoice that specifies 
    • the dates and numbers of sessions provided 
    • the identity of the staff member by initials of his/her name (not the whole name)
    • the date when PUI contact person sent the staff members contact details to the service provider 

  • Responsibilities of PUI

 

PUI will be responsible of

 

  • Collecting the needs of the staff and sharing with them the contact details of the service provider
  • Sharing with the service provider the list of staff entitled to the service
  • Designating a contact person who will provide the service provider with the contact details of the staff member 
  • Paying the service provider once a month according to the invoice sent to PUI
  • Informing the service provider 1 month in advance if PUI want to finish using the services of the service provider.

 

PUI cannot guarantee the number of the staff members referred to the service provider because that depends on the demand. PUI does not request or accept any client reports from the service provider. The service provision is a bilateral action between the service provider and the staff member after PUI contact person has provided the contact details of the staff member.
