Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11governorates, 31 municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. Outside of Tunis, the project hasfourregional offices in El Kef, Kairouan, Gabes and Tozeur. The project seeks to recruit a Regional Data Officer for each of these offices.

Objectives

The Regional Data Officer will be responsible for managing the collection, digitization, standardization, and ingestion of all pertinent project data into the project’s data ecosystem.  The Regional Data Officer is also responsible for collecting the local counterparts’ data needs and making recommendation on data solutionsthat would support those needs.

Specific Tasks and Duties

As directed by the Chief of Party or his/her designee, the Employee shall perform, oversee, and support the performance of the following specific tasks:

• Responsible for managing the collection, standardization, and ingestion of all pertinent project data
• Responsible for building relationships with partners, CSOs, and government personnel to build a culture of data use and partnerships
• Candidate will be responsible for building local data capacity within municipalities, to include developing or evolving data sources, institutionalizing data quality enhancements, and supporting the organizational maturity of municipalities into more data-driven entities
• Candidate will be responsible for developing and administering trainings to municipal staff on proper data collection, management, and use, as well as training applicable TADAEEM staff on project supported data systems, processes and procedures
• Candidate will be responsible for helping municipal staff develop their data and information strategy
• Candidate will be responsible for helping municipalities to establish and populate a data repository
• Responsible for maintaining regular communication with Tunis Data Manager and DC office staff on all activities, compliance, risk management activities, and any other matters as they relate to data or information management
• Contribute to other deliverables as needed.

Reporting Requirements

The Regional Data Officer will report directly to the Regional Manager and under the technical guidance of the Data Manager and relevant HQ technical team members and report project indicators to the Monitoring Evaluation and Learning team.
