Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

Objectives

The MEL regional officer will implement and manage the TADAEEM Monitoring, Evaluation and Learning operations in their assigned hub office in coordination with TADAEEM technical staff under the supervision of the Hub Office Manager and under the guidance of the MEL Manager and Assistant in Tunis with specific attention to the following areas:

Specific Tasks

  • Responsible for the tracking, monitoring, reporting and documentation of capacity building and service delivery improvement activities undertaken with counterparts including Civil Society Organizations (CSOs), municipal and regional governments and state owned enterprises in coordination with their assigned hub office technical staff under the supervision of the Hub Office Manager and under the guidance of the MEL Manager and Assistant in Tunis
  • Responsible for tracking and reporting on training and events in coordination with assigned hub office technical staff to ensure timely and accurate reporting for weekly and quarterly reports to USAID
  • Support monitoring, tracking and documentation of indicators from TADAEEM tools and methodologies including CYPRESS and PALME management, governance and service delivery indicators in multiple languages in coordination with technical staff
  • Support weekly and quarterly reporting to USAID through translation of team inputs as needed from French and Arabic to English and assist in interpretation of results, progress and lessons learned
  • Responsible for translation of MEL materials in multiple languages including questionnaires, data collection forms, reporting and documentation of activity support in French and Arabic, and ultimately English for USAID
  • Document lessons learned for incorporation into TADAEEM continuous learning on what works for activity implementation, strategies and achievement of intended results
  • Support development of success stories through field visits, interviews, photography and reporting in English according to USAID success story format
  • Support and coordinate the collection, synthesis and analysis of data from MEL plan, Political Economy Analysis (PEA) and Citizen Perception Surveys including updating indicator tracking sheets and training Hub and Municipality staff and counterparts on an as-needed basis in French and/or Arabic and producing guidance, templates and instructions to support the MEL/PEAs in French and Arabic
  • Responsible for working with TADAEEM technical staff to ensure data collection and reporting systems incorporate and utilize Tunisian government systems as much as possible (egov, Open Data, administrative records)

Critères d'éligibilité

  • Minimum Years of Experience: 2
  • Minimum Degree Required: Bachelor's degree
  • Extensive knowledge of Tunisia, demonstrated ability to track and inform implementation of processes, activities and/or programs, reporting on development programs in Arabic, French and English, and incorporation of lessons learned for continuous improvement of programs and activities
  • Outgoing personality able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results as well as intended and unintended impacts objectively and in clear terms
  • Attention to detail, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written) as well as strong knowledge of Microsoft Excel and Word
  • Past experience with donors’ projects is preferred, especially in terms of reporting, monitoring and evaluation
