REACH programming was created in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and Acted) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. REACH has been present in Libya since 2011, providing assessment and information management services to humanitarian actors. REACH established a full-time presence in country conducting various assessments such as Multi Sector Needs Assessments, IDP profiling exercises, cash and market assessments.

 

Context of the position and key challenges
Acted is hiring a Projects and Funding Officer for the REACH Initiative Libya to support the mission in fundraising, grant management and monitoring and evaluation. 

Under the supervision of the Country Representative and functionally under the IMPACT HQ in Geneva, the REACH Projects and Funding Officer is responsible for coordinating project development and supporting in grants management for IMPACT in Libya, Tunisia and the region. The REACH Projects and Funding Officer will work closely with Program Teams to ensure that the necessary information is collected from the field level and communicated appropriately to donors and relevant stakeholders.

Objective 1: Fundraising, Proposal Coordination and Grant Management

In coordination with the mission teams and IMPACT HQ, the REACH PFO is responsible for developing new proposals and managing ongoing grants. This includes tracking all contractual obligations and ensuring that these obligations are met. Grant management responsibilities also includes organizing and leading grant kick-off and close out meetings for all grants, as well as project factsheets, leading on internal grant tracking, drafting monthly, bi-annual, and final reports based on inputs from research units, workplans, and other relevant requirements, and coordinating reporting with Acted-field and Impact HQ. The PFO will be responsible for updating and cleaning trackers. The PFO will also be responsible for the proposal development process including drafting proposals and annexes based on input from research units, preparing relevant appendices, and coordinating this process with Acted field and IMPACT HQ.

Objective 2: Monitoring and Evaluation

The REACH Projects and Funding Officer will be responsible for managing, cleaning and tracking M&E logs and ensuring M&E trackers are updated. The PFO is responsible of preparing all donor required monitoring and evaluation reports including baseline reports, mid-term reports, and final evaluations.

 

Key roles and responsibilities 
Duties and Responsibilities

All of the below tasks are in support of the CR, and involvement may vary according to the profile, seniority and context.

  • Support to Positioning and Project Development
  1. Context analysis:
    1. Support to analysing the related countries socio-economic situation, (donor) trends, funding trends, needs and gaps.
    2. Regularly conduct stakeholder analysis, who does what and where.
    3. Alert the CR of gaps and emerging needs in order to trigger donor discussions/assessments in a timely manner. 
  2. Strategy development and fundraising: 
    1. Contribute to the development of a mission programme strategy in alignment with IMPACT global strategy and road map through engagement with external actors, context monitoring, and relevant focal points.
    2. Based on the IMPACT strategy, support the identification of funding opportunities and donors to ensure funding continuity as well as support the diversification of IMPACT’s donor portfolio through tracking funding opportunities.
    3. In line with IMPACT strategy and expertise, contribute to partners mapping, to support identifying potential relevant international and/or local partners (academia, think tanks, national and international NGOs, private sector partners, etc.)
  3. External relations: 
    1. In coordination with the CR, support the overall cooperation with IMPACT’s sister organisation Acted (hosting IMPACT in its field of operations) in relation to project development and grants management ensuring communication is regular and timely.
    2. In coordination with the CR, Contribute to establishing, maintaining and improving active and regular working relationships with donors and, where relevant.
    3. Maintain an up to date directory of donors, international and local NGOs, other partners and stakeholders.
    4. Ensure fundraising activities are appropriately tracked in the Funding Tracker (or similar tool), which is updated on a regular basis to log in latest negotiations and proposal possibilities with donors.
  • Grant Management
    1. Proposal development: 
      1. Oversee project proposal conceptualisation (problem statement, logframe), and the development of other fundraising documents (Expressions of Interest, concept notes) in line with IMPACT country strategy and donor requirements.
      2. Liaise with the CR, Research Manager, Operations Officer and other relevant departments to ensure proposals are relevant and technically sound, as well as with other internal stakeholders such as Finance for the budget and other budget related documents (e.g. budget narrative)
      3. Ensure that learning from previous projects (e.g., lessons learnt and best practices) is incorporated into new proposals.
      4. Ensure validation of all proposals before submission to IMPACT HQ PIPD, and validation from IMAPCT HQ PIPD and ACTED relevant departments. , 
      5. Ensure follow up tool (such as the fundraising tracker) is correctly up to date.
      6. Address and coordinate the timely response and submission to all comments by donors on proposals in liaison with relevant staff in country, IMPACT HQ PIPD and Finance teams.
    2. Contracting:
      1. In coordination with the CR and IMPACT HQ, review/negotiate proposals and/or contracts with donors, ensuring requirements are clear and understood.
      2. Contribute to due diligence exercises of funding partners in liaison with HQ
    3. Project Implementation and Follow up 
      1. Ensure the timely completion of grant related processes such as Project cards, Monthly Reporting Follow Up (RFU) and Reporting Deadline Tracker.
      2. Ensure timely Kick-off meetings are held involving all project components and focal points.
      3. Ensure that all contractual obligations are clearly defined and communicated internally in terms of deliverables as well as narrative and financial reporting requirements.
      4. When any issue is identified in meeting deliverables in the given timeframe and budget, inform relevant staff in country and suggest potential solutions that would meet donor rules.
      5. Implement and oversee the project-specific filing system for grant management and ensure it is regularly updated. 
    4. Reporting: 
      1. Oversee the development of quality project narrative and M&E reports (in support of donors’ requests), reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with IMPACT HQ PIPD and finance.
      2. Oversee the monthly RFU and ensure smooth and regular communication with MPACT HQ PIPD
      3. Where relevant, ensure regular coordination with partner’s Project Development, Finance and other FLAT departments at all stages of project development and implementation, including consultations for donor discussions, participation in project kick off and lessons learnt meetings, and drafting of donor reports or amendment requests
    5. Partnerships: in close liaison with and under the supervision from the CC
      1. Contribute to identifying potential partnerships for providing operational and/or technical support for IMPACT programs.
      2. Contribute to due diligence and vetting of partners in close liaison with IMPACT PIPD 
      3. In coordination with HQ PIPD, facilitate or take part in discussions with implementing partners, including in relation to formalizing contractual modalities (due diligence and outline of contracts)
      4. Ensure partners have a clear understanding in terms of IMPACT policies, procedures, compliance, programmatic and financial reporting requirements.
  • Monitoring & Evaluation
    1. Ensure a clear M&E framework for each ongoing project is developed based on project proposals, implementation plans, and donor reporting requirements (including contractual monitoring and evaluation indicators to be tracked as part of activities).
    2. Ensure M&E policies and procedures are implemented, maintained and tracked for reporting purposes.
    3. Ensure that M&E findings are reflected and their recommendations are incorporated in future concept notes, proposals, donor reports and implementation plans

 

Required qualifications and technical expertise
  • Excellent academic qualifications, bachelor degree in   a relevant discipline (International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar)
  • Familiarity with the humanitarian coordination system, and understanding of donor and governmental requirements
  • Prior experience in a similar post is a plus. 
  • Excellent French and English writing and communication skills for effective reporting is a must
  • Proven knowledge of the Microsoft Office Suite, and the Adobe package
  • Coordination, organisational and planning skills required, including ability to manage large workloads, effectively meet deadlines, through an excellent ability to multi-task and prioritise in complex environment
  • A self-starter with a proven ability to work independently and within a team;
  • Solution-oriented, flexible, and open-minded, including ability to operate in a cross-cultural environment 
  • A sense of curiosity, the drive to improve the humanitarian and development sector, and ability to see the big picture.
  • Fluency in English required
