Overall purpose of the role

Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. DRC under its community safety programming strives to identify safety and security needs from the perspective of those living in conflict areas and to help them find non-violent solutions. These go beyond traditional mine action activities to include violence reduction, programming that specifically seeks to engage communities in addressing root causes of conflict and local safety and security challenges.  

DRC has been working in the region in Libya and Tunisia since 2011. DRC has been present in Tunisia since 2014 working on enhancing community security and resilience in the border towns of Dehiba and Ben Guerdane. In 2016, DRC built on this engagement to develop a cross-border programme between southern Tunisia and border towns in western Libya (Zuwara, Wazin and Nalut).  The aim is to continue working on community safety and resilience by implementing community dialogue, conflict prevention and management activities as well with the aim of building relations and cross-border initiatives.  

The TEAM LEADER, in coordination and cooperation with project staff, supervised by the Country Representative, and under the technical supervision of the Regional Humanitarian and Disarm and Peacebuilding Coordinator is expected to:

  1. Provide oversight in coordinating implementation of day-to-day project activities in alignment with program strategy
  2. Coordinate operations in southern Tunisia, including administrative, logistical, and security functions
  3. Manage and mentor project staff
  4. Support overall project monitoring through collection and documentation of programming
  5. Support organizational learning by actively participating in and initiating learning opportunities
Responsibilities: 

Programming

  • Support the Country Representative to develop the overall strategic direction of the programming
  • Contribute to regular work plans and schedules with the support of the technical supervisor
  • Develop and reinforce relationships with local and regional stakeholders and partners, especially civil and security officials as well as community leaders
  • Facilitate ongoing conflict analysis and security assessments, together with providing feedback to the technical supervisor and line manager on changes in local conflict dynamics and possible impact on the programming

Operations

  • Ensure the effective implementation of the project, including through management and supervision of project staff
  • Coordinate and liaise with support staff during planning and implementation of project activities
  • Ensure compliance with correct financial, logistics, and human resources policies and procedures in coordination with the technical supervisor, the support staff and the line manager.
  • Contribute to the safety of all project staff and act as safety focal point for the operational locations in southern Tunisia
  • Contribute to project and activity planning to ensure that implementation integrates effective monitoring practices and tools
  • Liaise with project staff to regularly organize and conduct monitoring visits to target communities to monitor implementation quality and progress
  • Conduct data collection and analysis in accordance with the project M&E plan, including use of various monitoring tools, such as surveys, focus group discussions, interviews, and pre- and post-training questionnaires
  • Maintain a series of databases to document all monitoring information for use in project reporting
  • Act as focal point for all MEAL related issues between HDPB department and partners and support partners in building their MEAL capacity
  • Support the overall project reporting system, providing assistance to team members and developing internal reporting skills
  • With inputs from CLOs, report to the line Manager on migration dynamics and trends in the region
  • Support in the identification of concrete solutions and strategies to face project challenges and support in the definition of mitigation plans if needed
  • Contribute to identifying opportunities for current and future partnerships and programs between DRC and local and international organisations as well as funding opportunities 

Staff Management

  • Line manage Community Liaison Officers in Ben Guerdane, Dehiba, Zuwara, Nalut and Wazin
  • Support identification of team staffing gaps and contribute to recruitment decisions
  • Identify staff needs and capacity building opportunities and provide ongoing mentorship
  • Ensure timely performance management measures including appraisals and remedial actions, in coordination with the Program Manager

Accountability 

  • With support from regional MEAL lead in the implementation of project feedback and complaint mechanisms;
  • Ensure that project staff are supporting all efforts towards accountability, specifically to beneficiaries and in line with international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of DDG projects

Organizational Learning

  • Coordinate with project staff on implementation of key activities, such as trainings and workshops to ensure integration of past lessons learned 
  • Contribute to data analysis and development of new lessons learned and best practices
  • Promote a culture of learning within the teams and actively share lessons learned
Experience and technical competencies: 

  • At least 3 years of experience working with non-governmental organizations
  • Demonstrated experience coordinating across multiple departments and stakeholders within an organization
  • Experience developing and using monitoring tools for data collection
  • At least 3 years of experience with monitoring, field data collection, and report writing  
  • Extensive demonstrated experience working with communities
  • Excellent writing and communication skills in English, Arabic

Critères d'éligibilité

  • Education: A university degree in social science, political science, or related field
  • Languages: Excellent writing and communication skills in English, Arabic, and French
