Position: Project Officer, Media/Communications 

Location: Tunis, Tunisia 

Anticipated duration: Nov. 2022 – February 2023 

Start date: As soon as possible

The Carter Center, a non-profit non-governmental organization, is seeking an experienced and  highly qualified Project Officer concentrating on media relations and communications to join its  Tunis office team for an election observation mission for the upcoming elections. 

Under the overall supervision of the Mission Director, and once they arrive the day-to-day supervision of the Assistant Public Information Officer the Media Project Officer will fulfill the  following responsibilities: 

Gather and distribute daily press clippings that include stories that mention The Carter  Center and election news; 

Make phone calls to press to inform them of media opportunities;  

Back up public information director and assistant public information director as needed; Make copies of press releases and statements; 

Help set up for press conference and facilitate interviews; 

Translate at meetings between Arabic/French/English for Atlanta Communications team  once they arrive in country; 

Help arrange and manage an election day press op and post-election day press  conference;

Build a comprehensive media list and help with the distribution of releases and  statements to media; 

Contribute to social media posts about the mission; 

Provide administrative support to Carter Center PI staff; 

Help to organize the leadership schedule of meetings with Tunisian interlocutors;

Other duties as assigned by PI staff and Mission Director. 

Qualifications: 

The ideal candidates will possess some or all the following qualifications: 

  • A minimum of three years’ experience working in the field of media or communications;
  • Relevant University degree; 
  • Knowledge of Tunisian politics, culture and media landscape; 
  • Knowledge of legal and election terminology; 
  • Strong English writing and communication skills; 
  • Ability to perform well under stress, work within a team, and maintain professionalism at  all times; 
  • Fluency in spoken and written English and French.

The Carter Center in Tunisia: Following its international election observation of 2011, The  Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and  observe the legislative and presidential elections of 2014. The Center remains in Tunisia to monitor  the process of harmonizing existing domestic legislation and new legislation with the ideals of the  2014 constitution. Since then the Center has continued to work with Civil Society Organizations  on capacity building issues. In 2018, the Center held focus groups in partnership with CSOs. The  Center also strengthened the capacity and shared best practices with CSOs preparing to observe  the municipal elections. In 2019 the Carter Center fielded an international observation mission to  observe Tunisia’s early presidential and legislative elections. Currently the Center is conducting  projects on fact checking, women’s participation in civic life and transition monitoring.
