The Organisation :

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis. Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000. As well as supporting refugees, forced migrants, Islamic Relief has implemented projects in education, health, WASH, Livelihood and food security and child welfare and protection sectors as well as supporting capacity building of local associations.

Purpose of department : 

The department reinforces IRW’s implementing structure to enable these people and their communities to develop themselves sustainable, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. The department increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

Project: This 24-month project will provide support to women groups in Jendouba governorate to achieve a sustainable increase in productive capacity, both on and off farm, and will offer an increased access to economic and social opportunities, through organizational capacity building and networking, training in entrepreneurial skills, provision of material and equipment, enterprise management, which promotes women’s social and economic skills and network to increase autonomy and empowerment.

The main purpose of this project is to conserve natural resources to ensure the durability of these income generating. The project will also invest in the realization of important rural infrastructure for the benefit of disadvantaged regions of the country and to create a dynamic of local development. This project also works towards the Sustainable Development Goals of promoting gender equality and empowering women, decent work and economic growth.

The project participatory approach in its implementation, in the new context post revolution where citizens’ voice is released, will contribute to improve governance at the local level to involve and empower beneficiaries and civil society in the development of their region.


Job purpose : 

To plan, design and implement the Project’s related activities (structuring of women groups, provision of trainings, and provision of productive tools…) and ensure the program meets Islamic Relief Quality Standards. Moreover, the Project Officer has to contribute to the identification and formulation of new project concept note.


Key working relationships 

  • Has regular contact with the Project Coordinator, to follow up with the implementation of Women Empowerment Project’s activities
  • Represents Islamic Relief to stakeholders involved in Women Empowerment project in coordination with his/her line manager.


Scope and authority

  • Scope of the Role:

Reporting to the Project Coordinator, the Project Officer is responsible to plan, design and implement the Project’s related activities (structuring of women groups, provision of trainings, and provision of productive tools…) and ensure the program meets Islamic Relief Quality Standards. Moreover, the Project Officer has to contribute to the identification and formulation of new project concept note. He liaises with support department to facilitate the implementation of activities. Any decisions that impact on the project activities are made in conjunction with/referred to the Regional coordinator.
The Project Officer will provide support in the implementation and monitoring of other projects implemented in the base location once needed or requested by The Line Manager.

  • Responsibility for Resources:

The Project Officer is responsible for supporting the planning, coordination and monitoring of women empowerment project’s activities, ensures that all project related information are organized, documented and accessible. S/He contributes to develop ToRs for putting in place procurement and distribution plans, project monitoring system, regular situation update and quality reporting. Any decisions that impact on the project activities are made in conjunction with/referred to the Project Coordinator.

 

Key accountabilities : 

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

 

  1. Key Accountability 1: Proper Implementation of Women Empowerment Project’s activities according to IRW’s rules and procedures and cwith others stakeholders (Delegations of Agriculture, Health, Social Affairs, etc)
  2. Key Accountability 2: Support to monitoring of activities, evaluation and ensure quality reporting
  3. Key Accountability 3: Coordination and liaison with finances, logistics and administration to provide support to the Project’s implementation.

Key Roles / Responsibilities 

  • R.1. Programme Development:
    • 1.1. Conducts and document needs assessments and baseline survey.
    • 1.2. Prepare and ensures to fill in surveys forms for all beneficiaries.
    • 1.3. Ensures Implementation of the Project’s activities according to the Proposal and DIP
    • 1.4. Ensures daily implementation of the activities
    • 1.5. Coordinates with different stakeholders involved in the implementation of the project
    • 1.6. Organizes and participates in the Project’s Steering Committee Meetings
    • 1.7. Prepare ToRs for the planned trainings and events
    • 1.8. Assist Project Coordinator in drafting procurement plans.
    • 1.9. Prepare budget breakdowns for the planned activities
    • 1.10. Follow up with Procurement and Logistics Department for the procurement of necessary items and tools.
    • 1.11. Participate in the preparation and revision of the project’s budget
    • 1.12. Participate in the regular update of the trimestral DIPs
    • 1.13. Prepare monthly Work plans in Coordination with relevant staff members.
    • 1.14. Prepare and submit monthly SITREPS to the Project Coordinator
    • 1.15. Participate in the planning and implementation of other Projects implemented in the Base location
    • 1.16. Provide support to the Program team in other developmental Projects one needed or requested by Regional Coordinator.
    • 1.17. Participate in the design and preparations of new Concept Notes and Proposals
  • 2. R.2. Monitoring and supervision:

    • 2.1. Participates in the preparation of quarterly and annual action plan for the implementation and management of the project;
    • 2.2. Monitors the implementation of the planned Activities
    • 2.3. Documenting in timely manner, all progress, challenges, and learning for future implementation of similar projects and accountability.
    • 2.4. Ensure strong coordination of project activities to beneficiaries and different stakeholders under the supervision of the Line manager
  • 3. R.3. Internal Controls and Reporting:

    • 3.1. Ensure Timely preparation and submission of monthly, Quarterly and Annual reports to the Project Coordinator.
    • 3.2. Prepare Field Visit, activities completion reports and evaluation reports of all conducted activities.
    • 3.3. Prepare and submit quality case studies and success Stories to The Project Coordinator
  • 4. R.4. Networking and Communication:

    • 4.1. Attends meetings with project partners;
    • 4.2. Build relationships with Local authorities, local associations, Local and regional Agriculture, Health, Child protection Departments and various stakeholders related to the Project’s activities
    • 4.3. Participate in the need assessment missions conducted by IR or other partner organizations conducted within the project area
    • 4.4. Participate in workshops , training sessions or any other forums with line manager approval or nomination;
  • 5. R.5.Supervisory Responsibilities:

    • 5.1 Supervision Exercised : The position will supervise a team of two programme volunteers and additional assistance if applicable
    • 5.2 Supervision Received : The position will receive instructions from Project Coordinator.

Special Note :

The employee holding this job must expect that his / her performance will be measured in part against the standard set forth in his/her JD. However, the JD is subject to revision to further the consistent with positions level of responsibilities may be necessary to fulfil IR objective in the country.

 

Working conditions 

  • Jendouba is the employee duty station.
  • The employee may be required to perform assignments after his/her working hours and on holidays beside field trips to field offices.
  • The Project Officer is expected to spend a minimum of 70% of his/her time on the field.

Critères d'éligibilité

  • It is essential that the post holder shows a good understanding of the Islamic values and principles as well as commitment to Islamic Relief Worldwide vision and mission.
  • Qualification: (Essential)
  • Master’s degree in a relevant field such as Agriculture, Social Sciences, Development Studies, entrepreneurship, etc.
  • Work Experience (Essential) :
  • 3 years minimum experience in the area of development: Livelihood, Women empowerment
  • Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development
  • Previous experience in an NGO is required
  • Language Proficiency (Essential) :
  • Fluency in Arabic and English and working knowledge in French, both spoken and written, is required.
  • Knowledge, Skills and Qualifications : (Essential)
  • Experience in livelihood activities
  • Good Experience in Women empowerment and entrepreneurship
  • Familiarity with the Concept and laws of Cooperatives in Tunisia (GDA, SMSA)

  • Well-grounded understanding of the Civil Society Organizations
  • Good written and spoken communication skills
  • Able to produce quality reports, official letters and managing data collection
