Functional Setting:

The International Centre for Migration Policy Development (ICMPD) is an international organisation that promotes innovative, comprehensive, and sustainable migration policies. With 20 Member States and over 60 projects active throughout Europe, Africa, Asia, and the Mediterranean. Through its regional strategy, the Migration Capacity Partnerships for the Mediterranean (MCP Med), ICMPD delivers effective, capacity-centred migration partnerships to bridge political and cooperation agendas using a joint leadership and shared responsibility approach.

The program is built upon ICMPD’s Migration Capacity Partnerships framework in the Mediterranean region, emphasizing multi-dimensional governance as fundamental for delivering practical, operational, and mutually beneficial solutions· It prioritizes the professionalisation and modernisation of migration stakeholders’ infrastructures· close collaboration with the Malta-based Training Institute on Migration Capacity Partnerships (MCP Med TI) ensures coherence and effectiveness in achieving these objectives·

Under the supervision of the Project Manager, and in coordination with the project team and the Operation Support team the Project Officer ensures seamless implementation of project activities, ensuring international standards and human right based approaches are embedded in the implementation and adhering to regulatory standards and budgetary constraints set by ICMPD. The position will be based in Tunis.

Position-Specific Expertise

• Proven track record in delivering high-quality reporting for EU funded and/or other donors funded projects, ensuring accuracy and timeliness in documentation.
• Demonstrated ability to independently implement project activities, showing initiative and self-reliance in achieving objectives within established guidelines.
• Strong commitment to adhering to rules, regulations, and protocols relevant to border management operations, ensuring compliance with legal and procedural requirements.
• Excellent communication skills, including the ability to convey complex information clearly and effectively to diverse stakeholders involved in border management efforts.
• A collaborative team player, capable of fostering a supportive and inclusive working environment conducive to achieving project goals.
• Extensive experience in conducting fieldwork and willingness to regularly travel to various locations, demonstrating adaptability and resilience in diverse environments.
• Familiarity with high-level security frameworks and protocols relevant to border management projects, ensuring the safety and security of personnel and assets.
• Dedication to promoting a respectful and professional work environment, valuing diversity and inclusivity in all interactions and operations within the border management context.
• Strong organizational skills, enabling effective management of tasks, resources, and timelines to ensure the smooth operation and success of projects.

Position-Specific Qualifications and Language Skills​

• Master’s Degree related to the area of work or equivalent.
• Minimum of 3 years of experience in full project cycle implementation in the field of Border Management or Migration, experience at the international level is an asset.
• Excellent Drafting skills
• Excellent communication and presentation skills.
• Strong organizational skills.
• Proficiency in (verbal/written) English, French and Arabic.
• Proficiency in use of standard IT tools.

Compensation 

Annual net-base salary starting at TND 47.076 as per increment 1 of the applicable grade and salary scale for the duty station.

Allowances and Benefits             

Participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s allowance and mobility and mobility related allowances.

Duration of Assignment              

12 months
