Summary :
The Project Officer (PO), based in Benghazi, acts as a lead regional coordinator for the United States Institute of Peace in Eastern Libya. The PO represents USIP in the East and is responsible for managing relationships with project partners and local national government counterparts. The PO assists the Country Director in the management and oversight of the Institute’s operations and the implementation of programmatic, safety, and security activities in Libya. The PO is based in Benghazi and able to travel throughout Libya as needed.
Major Duties and Responsibilities
Representation, Advocacy and Partnerships
- Serve as a representative of USIP to regional local and national stakeholders including local and national government stakeholders, international implementers, UN agencies, and other parties in line with USIP’s mission and values.
- Monitor partnerships with regional stakeholders and implementing partners and ensure quality, relevance, timeliness of partner reporting activities.
- Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory, and transparent.
- Contribute to data collection efforts and the drafting of reports to donors and government partners.
Risk Management
- Support the USIP team in the management of political, security, financial and programmatic risks.
- Analyze and report on key regional and national developments keeping the USIP Libya team well-informed of the evolving political and security situation regionally and nationally.
- Advise and assist in the development and the management of USIP’s security assessments in coordination with USIP’s International Security team in the East of Libya and support efforts to maintain a high level of security awareness and preparedness.
- Support internal efforts to build capacity in risk management among program and operations staff.
Program Management, Planning, and Implementation
- Ensure the development of cross-project linkages with other relevant projects and programs for mutually reinforcing impact.
- Identify and address problems relating to implementation as they arise, including issues related to the programmatic capacities of implementing partners, and support the revision of programs as necessary.
- Support project teams ensure the timeliness and quality of project outputs as well as the timely preparation of reports.
Operational Management and Coordination
- Lead coordination of travel and security arrangements in the East of Libya and support with protocol and travel related administrative matters.
- Provide logistical, administrative and oversight support for the successful implementation of USIP’s programs in the East of Libya.
- Oversee the management of USIP’s expenditures and disbursements in close coordination with the Country Director.
- Ensure strict operational compliance with USIP’s rules and regulations concerning finance, procurement, and vendor management.
- Assist in the recruitment of USIP personnel in Libya when required.
