Project Manager Tunis-based (m/f/d) – North Africa Projects 

Background 

DW Akademie is Deutsche Welle’s center for international media development, journalism training  and knowledge transfer. Its projects strengthen the human right to freedom of expression and  unhindered access to information. DW Akademie empowers people worldwide to make  independent decisions based on reliable facts and constructive dialogue. 

DW Akademie is a strategic partner of the German Federal Ministry for Economic Cooperation and  Development. We also receive funding from the Federal Foreign Office and the European Union  and are active in 60 developing countries and emerging economies. 

DW Akademie intends to engage a Project Manager (m/f/d) with experience in media  development project management, North and West Africa regional expertise and donor-funded  project implementation. 

The goal is to support the implementation of two DW Akademie projects in North and West Africa:  one focusing on women’s empowerment and socio-economic inclusion in Morocco, and one  addressing migration and its socio-economic and cultural impacts across Morocco, Senegal, Ivory  Coast, Guinea. 

Scope of Services 

The Project Manager will be responsible for coordinating and supporting the implementation of the  two mentioned projects. Key tasks include: 

  • Coordinating project implementation activities across partner countries (Morocco, Tunisia,  Senegal, Ivory Coast, Guinea) 
  • Managing partnerships with local media organizations, civil society organizations,  educational institutions, and governmental bodies 
  • Overseeing project budgets, ensuring compliance with donor requirements 
  • Contributing to monitoring, evaluation and reporting in line with donor and DW Akademie  standards 
  • Facilitating workshops, training sessions and stakeholder consultations as required 
  • Liaising and coordinating closely with the DW Akademie Tunis office and with HQ in  Germany 

The services are rendered primarily in the region (with base in Tunis). The total engagement  amounts to a maximum of 250 working days between 15 September 2026 and 31 August 2028.

Qualifications 

Professional Qualifications 

  • University degree in journalism, public communication, or a related field 
  • At least 5 years of experience as a media professional in North Africa and/or West African  countries (journalist or communication officer) 
  • At least 3 years of professional experience managing international media development  projects, preferably funded by GIZ, BMZ, EU or other international donors, including  budget oversight, monitoring and reporting 
  • Proven organizational skills and ability to coordinate multiple stakeholders, bridge different  organizational and working cultures, and manage a decentralized project team 

Regional Experience 

  • At least 3 years of professional experience in North Africa, particularly Morocco and  Tunisia, as well as in West African countries 
  • Sound understanding of political, social and economic developments in North and West  Africa 
  • Experience collaborating with governmental institutions, civil society organizations and  educational institutions in North and West Africa 

Languages 

  • Strong proficiency in French and Arabic 
  • Excellent knowledge of English 
  • German is an asset 

Personal Competencies 

  • Strong organizational, communication and intercultural skills 
  • Ability to work independently, proactively and in a structured manner 
  • Experience facilitating workshops, trainings and stakeholder consultations Willingness to undertake regular travel within the region

Timeline, Availability, Place of Assignment 

Start date 15 September 2026 

End date 31 August 2028 

Total volume Maximum 250 working days 

Place of assignment Tunis (with regular regional travel) 

Compensation and Invoicing 

Compensation is based on an agreed daily rate. Please indicate your daily rate in your proposal.  Invoices are to be submitted monthly, documenting the actual days worked in the respective  billing period. Days of deployment must be listed individually in the invoice. The exact conditions  will be regulated in the service contract. 

Selection Criteria 

Proposals will be evaluated based on the following criteria: 

  • Demonstrated professional qualifications and regional expertise (as per Section 3) 
  • References from comparable assignments (media development projects, North/West  Africa) 
  • Daily rate
