The Tunisian Center for Social Entrepreneurship (TCSE) is a non-profit organization created in 2012, with the vision of making social entrepreneurship a pillar of the Tunisian economy by offering sustainable and innovative solutions to economic and social challenges.
TCSE’s mission is to create an ecosystem that is conducive to innovation and social entrepreneurship through an inclusive approach that reaches public institutions and policies, NGOs, entrepreneurs, innovators, and young citizens.

Interreg NEXT ‘Mediterranean Sea Basin’ (‘NEXT MED’) programme is the third generation of one of the largest cooperation initiatives funded by the European Union to enhance transnational cooperation in the Mediterranean area.
About EmpoweerNEET project:
Across the Mediterranean, NEETs (young people Not in Employment, Education, or Training) face significant challenges, including high unemployment rates, economic exclusion, and limited access to quality education and vocational training, exacerbating social inequalities. At the same time, the potential of Social and Solidarity Economy (SSE) to promote inclusive economic growth and social integration is underutilized.
EmpoweerNEET brings together entities from Palestine, Spain, Greece, Tunisia, Lebanon, and France to effectively address NEETs´ marginalization. The project offers comprehensive training programs to develop entrepreneurial and employment skills, provides practical experiences through job shadowing and mentoring, and ensures sustainability via supportive policy frameworks and ethical financing models. EmpoweerNEET aims to transition NEETs from economic and social marginalization to empowerment.
Position: Project Manager – EmpowerNEET Project (Interreg)

Main missions and responsibilities
Reporting to the TCSE executive board and working closely with the finance and administration manager, the Project Manager will be responsible for the overall coordination and implementation of the EmpoweerNEET Interreg project in Tunisia, including:
- Lead the planning, implementation and day-to-day management of the
EmpowerNEET project in line with Interreg rules and the consortium work plan.
- Coordinate with international partners, in particular the project coordinator and other consortium members (meetings, emails, reporting, follow-up of joint activities).
- Prepare and monitor the detailed work plan, including activities, timelines, deliverables and risk mitigation measures.
- Ensure technical implementation of activities in Tunisia: training, coaching, events, study visits, awareness campaigns, etc.
- Coordinate with TCSE’s communication manager to ensure quality of content and visibility of the project.
- Prepare and follow up monitoring & evaluation tools (indicators, beneficiaries’ data, feedback forms, success stories).
- Contribute to the financial follow-up of the project in coordination with the administration and finance officer (budget monitoring, eligibility of costs, support documents).
- Draft and submit technical reports (interim and final) required by Interreg and the lead partner, in collaboration with the financial team.
- Ensure good communication with stakeholders: beneficiaries (NEET youth, local partners), public and private institutions, local authorities, etc.
- Ensure that gender, inclusion and environmental considerations are integrated into project activities.
- Represent TCSE and the project in meetings, workshops, events and media activities related to EmpowerNEET
- Contribute to other TCSE projects and tasks, within the limits of his/her
competencies, whenever relevant and requested by the management.
Minimum requirements
- University degree in Management, Economics, Social Sciences, Development, EU Studies or a related field.
- At least 5 years of proven experience in project management, ideally with EU-funded projects or other international cooperation programmes.
- Good understanding of social entrepreneurship, youth employment and/or local development issues.
- Experience in coordination with international partners and in working within multi-country consortia is a strong asset.
- Good knowledge of the Tunisian entrepreneurial and civil society ecosystem.
- Excellent command of English , Arabic and French (spoken and written).
- Very good command of office and collaboration tools (Google Workspace / Google Drive, Microsoft Office, videoconferencing tools).
