Job Purpose – Key Responsibilities and Accountabilities for the Program coordinator-

Strategic & Leadership: 25%

  • Provide strategic leadership and direction to the Programme and ensure that targets and objectives are achieved in line with programme proposal, donor rules, regulations and guidelines;
  • Responsible for the overall successful management and implementation of the civic space EU funded program, including the successful implementation of the partner organizations’ activities,
  • Give strategic steer to the programme team to effectively plan, implement, monitor and evaluate their work, as well as undertake field visits to project sites.
  • Ensure that the activities are planned and implemented as agreed among the partners,
  • Ensure the program strategies and activities responds to the civil society needs, are suitable for the operational context and are aligned with Oxfam and partners strategic steer on Civic Space.
  • Identify problems and opportunities, and propose and initiate solutions that are accountable and in line with the policies, strategic directions and budget.
  • Identify the program risks and control them by taking action with close and regular monitoring.
  • Work closely with consortium members teams and the relevant MEAL Officer/s to develop and enhance the Programs MEAL framework and ensure alignment with the program ToC, and Oxfam general MEAL policies and guidelines.
  • Work closely and regularly with all civic space relevant stakeholders, including but not limited to consortium members, international, national and local CSOs, national authorities, financial and technical partners, directly linked to the program under implementation, taking into consideration the different roles of each party and type and level of interaction required for program.
  • Report the substantive programmatic and financial progress to the program steering committee, relevant Program management unit (PMU) and thematic team members.
  • Contribute to the development of relevant team members JDs and lead on their recruitment processes.
  • Coordinate and collaborate with other program’ teams to ensure synergy, cohesion and connectivity.
  • Initiate and develop new ways of working and mechanisms which promote decision-making, leadership and autonomy of national and local actors.
  • Act as program representative at national and regional levels, when required.

Implementation & Capacity Building: 60%

  • Design and develop the overall program’s plan, contribute to the selection of national and local partners and support the completion of partners’ project plans and budgets.
  • Oversee and facilitate efficiently all partners contractual agreements processes.
  • Ensure implementation of Oxfam and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of program work.
  • Ensure the proper implementation and review of the Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the MEAL team and work with partners on conducting the baseline surveys, progress monitoring events, producing progress reports and final reports.
  • Mentor and monitor the progress and quality of the program, the management method (Money, Organization, Time, Risks, Information, Communication and Quality) and ensure the adherence of the program’s goals, and fulfilment of agreed outcomes, target and budget.
  • Work constructively with team and partners to produce regular updates to guide implementation, monitoring and ensure accountability.
  • Support partners in program/projects development and implementation through technical advice on participatory community engagement.
  • Together with the relevant Finance Officer, manage and monitor the project spending, review financial reports prepared by partners.
  • Take final responsibility for timely and quality submission of project annual plans and reports; Oversee the Programme budget, liaising directly with finance staff.
  • Facilitate auditing of fund usage in cooperation with the Financial Program Officer.
  • Manage, mentor and monitor the performance and productivity of the relevant program’ team and where needed, contribute to advancing their capacities and performance.

Visibility, Communication and Networking – 15%

  • Work closely with the gender focal point and any relevant staff to develop, implement and improve gender mainstreaming, influencing and visibility of the program at various levels.
  • Stimulate the added value of the Partnership and build a relevant network with different active stakeholders.
  • Support the development of mechanisms and tools that assist partners to document lessons and models of good practices from program work and share good practice.

Ensure proper flow of information and regular communication within the consortium members and all other relevant stakeholders.

  • Encourage and contribute to a proper flow of knowledge and, where relevant, the synergy with other relevant consortium members’ teams in Tunisia as well as beyond.
  • Encourage and coordinate cross-learning between the various Program partners as well as with other relevant partners and stakeholders.
  • Ensure the knowledge exchange and synergies with other civic space program and project in Tunisia and in the region.
  • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local, national and international level(s).

Critères d'éligibilité

  • Technical Skills, Experience & Knowledge – Essential:
  • Master degree in a relevant field required (social sciences, political sciences, management, business administration) or extended relevant experience in related fields and jobs. In lieu of an Advanced degree, a Bachelor’s university degree with two additional years' experience may be considered.
  • Strong understanding of civil society strengthening programming, with strong knowledge of the Civil Society context and challenges in Tunisia
  • Minimum of 7-10 years of relevant and progressive experience in program/project design, management and implementation of relevant programs/projects.
  • Strong proven experience in working with, mentoring and monitoring diverse type of national and local (and regional) partners.
  • Previous experience in managing field teams,
  • Experience in coordinating complex national programs in Tunisia or/and in the MENA region.
  • Proven analytical, strategic planning, project design, project cycle and financial management skills.
  • Understanding and passion on involving youth and marginalized groups in a meaningful way within the planning and implementation of this program.
  • Sound understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice.
  • Strong communication and influencing skills, with proven ability to build relationships and partnerships with a diverse range of local, national and international stakeholders.
  • Experience in management and capacity building of teams in complex contexts.
  • Experience raising funds from international donor agencies.
  • Have a results-oriented approach.
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
  • Fluency in French and Arabic, both verbal and written. English is an asset.
  • Experience of working with partners and with establishing partnerships with national/local actors.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Commitment to human rights principles.
  • Sympathy with the aims, values and objectives of Oxfam, ASF, and FTDES
  • Desirable:
  • Expertise in global, regional, and national trends regarding civic space, protection of activists, and promotion of civic freedoms world-wide.
  • Experience in integrating gender into project/program cycle.
  • Experience managing projects which include sub-granting to CSOs
  • Experience implementing and managing EU grants/contracts (reporting, compliance, communication, etc.) and familiarity with EU foreign policy and practice.
