Background

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all, support the implementation of the Sustainable Development Goals as well as facilitate the implementation of the World New Urban Agenda.

The United Nations Human Settlements Programme (UN-Habitat) is the UN organization mandated to promote environmentally and socially sustainable human settlements and adequate housing for all. The Sustainable Development Goal 11 aims to “make cities safe, resilient and sustainable” and the New Urban Agenda, the outcome of the Third UN Conference on Human Settlements, Habitat III (Oct 2016) seeks to maximize the potential of urbanization as a force for sustainable development. UN-Habitat is thus concerned with the sustainable development of cities and urban communities and provides support in urban policy and spatial planning at different levels (national, regional and local), reconstruction and housing, rehabilitation of infrastructure, and the promotion of equitable land rights and tenure security.

UN Habitat sub-regional office for the Maghreb promotes and implements policies, programs and operational projects in four countries of the region; Algeria, Libya, Morocco and Tunisia. It operates under the direction of UNHabitat’s Representative of the Arab States Region (ROAS) and is managed by the Head of the Sub regional Maghreb Office.

The successful candidate will be working under the direct supervision of the Head of the Sub regional Maghreb Office. (S) he will be responsible for the management of 3 inter-related projects that aim to implement the Leave no one behind (LNOB) approach in Cities:

  • UN-Habitat’s components under the UN COVID-19 Response and Recovery Multi-Partner Trust Fund (MPTF) Project for Tunisia entitled “Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19” where UN Habitat provides direct and emergency support to the most vulnerable populations in order to respond to their immediate needs. Deadline for project delivery: end of December 2020.
  • Mediterranean City-to-City Migration project (MC2CM) implemented jointly with the NGO “Tunisie Terre d’Asile” in close collaboration with la Marsa municipality and entitled “Increasing the positive contribution of migrants to the local development of the city of La Marsa and using the Arts towards strengthened social inclusion of migrants in the local development of the city of Marsa, Tunisia”. Deadline for project delivery : end of February 2021.
  • The project entitled: “Adressing vulnerabilities in the Urban Response to the Covid-19 crisis” that seeks to rehabilitate existing structures for the benefit of the homeless and elaborate innovative housing ideas for the poor in Tunisia. Deadline for project delivery: end of June 2021.

The Project Manager position is based in Tunis (Tunisia) and will be responsible for implementing, managing, coordinating and reporting in a timely manner the activities under UN-Habitat’s responsibility in the framework of the 3 projects listed above and will oversee the achievement of their objectives.
S/he will benefit from the support of an Assistant-Project Manager working in the office.

The Project Manager provides technical leadership to the implementation of the project, in collaboration with relevant partners : UN Agencies, donors and other partners including the Ministry of Social Affairs and the Ministry of Equipment, Housing and Territorial Planning, the Orientation and Social Support Centers in Tunis, Sfax and Sousse, the SAMU Social and concerned Civil Society Organizations. (S) he will be responsible for the following duties:

Key Responsibilities and tasks

  • Ensure day-to-day management of the 3 projects listed above;
  • Ensure quality and timely delivery of outputs under the projects;
  • Prepare procurement requests for services and goods as agreed upon in work plans and budgets ; developterms of reference and requests for proposals for the implementation of the project activities (service providers, consultants, Civil Society Organizations (CSOs) and other relevant stakeholders) and prepare evaluation reports;
  • Coordinate with UN-Habitat’s Regional Office of the Arab States the activities pertaining to procurement, recruitment and reporting, including financial reporting, as well as with the financial and administrative services of UNDP;
  • Coordinate with the UN-Agencies, governmental entities and civil society organisations involved in the 3 projects and keep regular and transparant communication channels;
  • Oversee the communication on the project’s activities and achievements;
  • Provide progress and final reports on the project activities as requested;
  • Manage the projects’ budget ensuring compliance with the donor requirements and UN-Habitat financial management standards: help maintain accurate project implementation accounts to facilitate easy retrieval, identification and verification of expenditures related to project activities;
  • Support the preparation of financial reports and audits; co-ordinate with other finance and budget staff on related issues;
  • Be accountable for the proper application of UN-HABITAT rules and regulations in the management of the project resources;
  • Ensure that Monitoring is provided in a time and effective manner;
  • Brief and consult with the Chief of the Office on project implementation and provide information and
    advice as required to contribute to the Office initiatives;
  • Maintain the project documentation, filing, record of decisions made, minutes and reports from meetings, workshops and any other project events;
  • Perform other relevant duties, as requested by the supervisor

Critères d'éligibilité

  • University Degree in Project Management, International Relations, Political Sciences, Social Sciences, Business/Public Administration, International Development, Economics, Urban Planning, Architecture, Sustainable Development or related fields.
  • At least a 5 year-experience in Project Management
  • Substantive project management experience, including RBM and other project management tools.
  • Prior experience with UN-Habitat/UN agencies or other international organizations.
  • Relevant work experience in Tunisia will be an asset.
  • Proven record of operational projects’ implementation.
  • Knowledge of the project cycle management.
  • Ability to work with several partners and stakeholders, coordinate and build synergies
  • Experience with multi-tasking and working independently on project management tasks.
  • Ability to prioritize and meet deadlines; work well under time constraints while retaining attention to detail.
  • Ability to manage data, documents, correspondence and reports information and workflow.
  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in French and good knowledge of English including good drafting skills are required. Arabic is a strong asset.
  • Extensive knowledge and experience with the various computer software including MS Word, Excel, Power Point and Outlook
  • Knowledge of the United Nations rules and regulations are an asset.
  • Experience in a multi-cultural setting is an asset.
