DUTIES AND RESPONSIBILITIES:

  • Planning and management of project activities:
    • In close collaboration with the Head of Mission and project staff ensures the financial planning,
  • Administrative and financial management:
    • In collaboration with project staff (when present) and the Head of Mission, plans expenditures to be made on a monthly and/or quarterly basis. Periodically monitors expenditures made and their consistency with the approved budget. Oversees the accounting and management of the project’s cash and accounts and, in the absence of dedicated staff, directly performs accounting management of the cash(s) and bank(s) using the organization’s tools;
    • Ensures the compliancy with donor and COOPI procedures regarding the purchase of goods and services needed for the project in collaboration with the logistics department and administration;
    • Participates in the preparation of the project financial reports ensuring their consistency with the narrative reports. 
  • Reporting:

With the support of the Head of Mission:

  • Submits a monthly activity report to Country Coordination along with the administrative monitoring tool, accounting record (Merlin tool), updated purchasing plan and forecast of expenses.

In coordination with the Head of Mission:

  • Supports the preparation of narrative reports (interim and final) and internal organization reports, ensures financial reports are prepared within the timeframe imposed by the donor agreement;
  • Is responsible for preparing all formal correspondence and requests of modification to the funding agreement (financial and/or narrative) for the project for which he/she is responsible, to submit for approval by the Head of Mission.
  • Logistics:
    • In coordination with the Head of Mission, develops the purchasing plan;
    • Supervises the logistics function to ensure proper management of stocks according to COOPI and donor’s procedures and proper utilization of project assets;
    • Participates in the development of the analysis grid for the selection of bids;
    • Ensures proper planning of deadlines related to purchasing management (deadlines for publication of tenders, etc.);
    • Ensures proper update of inventories related to assets acquired or assigned to the project, in collaboration with logistics and country administration;
    • Supports the analysis of the security environment in the project area in collaboration with the Head of Mission managing security information to and from the Country Coordination and field team.
  • Institutional Relations:
    • Ensures the institutional communication and visibility of the project and the organization and the maintenance of relations with partners (authorities, donors, other national and international organizations, beneficiaries) in its sector and in the area where the project is carried out and represents the organization at the instances of local and international coordination present in the area on behalf of the Country Coordination and in compliance with the code of conduct and strategic guidelines of the organization.
  • Correct management of human resources
    • Send a monthly report of the salary advances taken by expatriates in Tunisia (if any);
    • Oversee administrative and human resource management of staff recruitment;
    • Ensure technical support to the Head of Mission for the correct application of COOPI and Donor procedures, Libyan and Tunisian legislation and compliance with the current salary grid (in collaboration with the Head of Mission);
    • Ensure the monitoring and adjustment of the salary situation of each expatriate;
    • Participate in the decision of any administrative measures to be taken in collaboration with the Head of Mission;
    • Verification and monitoring of the vacations taken by the Libyan and Tunisian staff;
    • Accompanying and evaluating the Libyan and Tunisian staff;
  • Financial reporting and project audits
    • Process all financial reports, in accordance with COOPI and Donor procedures, respecting contractual deadlines;
    • Process all documents required by the HQ or the coordination office regarding accounting, finance or human resources management;
    • Organize monitoring missions in Libya.

REQUIREMENTS:

  • Higher education (bachelor’s or master’s degree) or an equivalent mix of experience and training in the field of economics – finance, development cooperation or international relations;
  • Excellent spoken and written knowledge of the country’s working language (English and Arabic). 
  • Mastery of the Office package and the main programs and tools for communication and computer research
  • At least 5 years of experience in accounting/financial management of projects with accountability for demonstrable results and reporting responsibilities (experience in Libya desirable) ;
  • Experience managing/supervising and evaluating staff, dealing with donors, other agencies and partners;
  • Demonstrated writing skills in working languages (English) ;
  • Excellent organizational skills, flexibility, strong spirit of initiative and autonomy in work, pragmatism;
  • Resistance to stress, ability to work under pressure and with imposed deadlines;
  • Excellent ability to work in teams and for objectives, ability to train employees, assertiveness, decision-making attitude;
  • Aptitude for working in sensitive and complex political and security contexts and multicultural environments;
  • Excellent listening, negotiation and communication skills;
  • Interest and motivation to work in an NGO respecting its values and principles.

 

ASSETS:

  • A working knowledge of Italian (written and spoken) is a strong asset;
  • Knowledge of AICS (FORMER MAE) funded projects desirable;
