Project Description:

Family Health International is implementing Tunisian Health Center for University Research Excellence & Sustainability (CURES) project, which is funded by the US Department of State. CURES started on October 1, 2021 and is planned to end on September 30, 2024. CURES works with Sfax University, Ministry of Higher Education and Scientific Research and Ministry of Health and their relevant stakeholders to create a modern center of excellence for NCD research and simulation-based teaching through establishment of the SFM Research and Simulation Center. FHI 360 will equip the SFM research and simulation center, create linkages and partnerships with renowned U.S. research centers and universities, and support the commercialization of the center’s research. FHI 360’s partners to implement this project are Johns Hopkins University, University of Washington and BioHealth Innovation.

Position Description:

The Project Director (PD) will lead the Tunisian Health Center for University Research Excellence & Sustainability project (CURES) and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing strategic partnerships with national and international partners, DOS and other key stakeholders. The PD has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, making financial reports, and ensuring compliance with all US government and the organization’s regulations. The work location can be a hybrid of 50% in Tunis and 50% in Sfax. The PD will report to the Portfolio Director, West Africa and Middle East Regional Office.

Duties and Responsibilities:

  • Provide managerial oversight to the project, inclusive of supporting personnel, sub-partner management, and efficient budget and financial management, and ensure impacts achieve the results defined in the project SOW.
  • Serve as the main focal point to DOS and key government stakeholders, ensuring timely responses to informational, data and monitoring inquiries and requests, as well as coordinating to resolve any technical issues.
  • Participates in the strategic development of methods and techniques with executive
  • management.
  • Plans, directs, and coordinates activities for the project to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Analyze needs, design activities and develop work plans for the project on a regular basis.
  • Develop plans to include schedules, budget, procedures, staffing, and allotment of resources needed for the project.
  • Responsible for project deliverables and will ensure adaptive management of the project as needed in accordance with the project’s objectives and targets.
  • Organize the inter-project activities ensuring completion of the project on schedule and within budget constraints.
  • Manage and guide a team with developing process improvement initiatives to ensure compliance with organizational and government standards.
  • Provide leadership to the project team, ensuring clarity over plans and priorities,
  • encouraging effective teamwork.
  • Assemble project teams and SOPs to meet project goals and ensure compliance with policies.
  • Responsible for creating, promoting, and maintaining safe and equitable work environments
  • for all personnel, including a harassment- and violence-free work culture, and systems for
  • safeguarding project participants.

  • Ability to build positive local working relationships with local communities, national and local
  • government officials, donor representatives and the community at large.

Critères d'éligibilité

  • Master’s degree in Administration, Business Management, Healthcare, Engineering or equivalent with a minimum of 12+ years of relevant experience with projects management principles and practices (including 7+ years of line management experience).
  • Strong expertise in the management of complex projects – experience with projects in the public health, collaborative scientific research projects and/or research commercialization fields a plus.
  • Proficient with applicable rules, regulations, and policies associated with international development, NGOs and USG policies.
  • Demonstrated experience in multi-sector project management and implementation.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Must be able to read, write, and speak fluent English and Arabic.
