THE ORGANISATION:

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis. Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000. As well as supporting refugees, forced migrants, Islamic Relief has implemented projects in education, health, WASH, Livelihood and food security and child welfare and protection sectors as well as supporting capacity building of local associations.

PURPOSE OF DEPARTMENT:

The department reinforces IRW’s implementing structure to enable these people and their communities to develop themselves sustainable, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. The department increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

Project:

Tunisia Child Friendly School is an Education/WASH project funded by IR partner offices in USA, CANADA & GERMANY for 5years (2018-2023). The project aims to improve the chances of 74 200 children to complete a full course of primary schooling through access to improved WASH and Education services. In this regard, the project targets 400 schools 26 Regional Directorates of Education nationwide and focuses on refurbishing the Latrines of the targeted schools, improve the hygiene practices of school children and enhance the extracurricular activities in sector related to Hygiene, Environment and Reading.

JOB PURPOSE:

To plan, coordinate and manage the Project’s related activities and ensures to meet the expected results. He/she will ensure the program meets Islamic Relief Quality Standards. Moreover, the Project Officer has to contribute to the identification and formulation of new project concept note.

KEY WORKING RELATIONSHIPS

  • Has regular contact with the Program Manager, Logistics Coordinator, Finance Coordinator at Country Office.
  • Coordinates with stakeholders involved in Tunisia Child Friendly Schools TCFS project in coordination with his/her line manager.

SCOPE AND AUTHORITY

Scope of the Role:

Reporting to the Program Manager, the Project Coordinator is responsible to Coordinate and manage the TCFS Project and ensure the program meets Islamic Relief Quality Standards. Moreover, the Project Coordinator has to contribute to the identification and formulation of new project concept note. He liaises with support department to facilitate the implementation of activities and achieve expected results. Any decisions that impact on the project activities are made in conjunction with/referred to the Program Manager

Responsibility for Resources:

The Project Coordinator is responsible for the planning, coordination and monitoring of Tunisia Child Friendly Schools project’s objectives, ensures that all project related information is organized, documented and accessible. S/He contributes to develop ToRs for putting in place procurement and distribution plans, project monitoring system, regular situation updates and quality reporting. Any decisions that impact on the project activities are made in conjunction with/referred to the Program Manager.

KEY ACCOUNTABILITIES

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

Key Accountability 1:

Proper Coordination and Management of Tunisia Child Friendly Schools Project’s activities according to IRW’s Quality Standards and coordinate with relevant stakeholders

Key Accountability 2:

Support to monitoring of activities, evaluation and ensure quality reporting

Key Accountability 3:

Coordination and liaison with finances, logistics and administration to ensure the smooth Project’s implementation

KEY ROLES/RESPONSIBILITIES

Programme Development:

  • Ensure the Management of the project as per Islamic Relief Quality standards
  • Design the project DIP in coordination with project team and relevant stakeholders
  • Design the project Procurement Plan in Coordination with relevant department.
  • Coordinate the Implementation of the Project’s activities according to the Proposal and DIP
  • Assign and divide workloads to staff members.
  • Management of project’s budget
  • Ensure the management of the project team
  • Provide necessary training and monitoring to staff members.
  • Ensure the security and wellbeing of the project team.
  • supervise daily implementation of the activities
  • Conducts and document needs assessments and baseline surveys
  • Coordinates with different stakeholders involved in the implementation of the project mainly the Ministry of Education.
  • Organizes and participates in the Project’s Steering Committee Meetings
  • Coordinate planned trainings and events
  • Prepare budget breakdowns for the planned activities
  • Follow up with Procurement and Logistics Department for the procurement of necessary items and tools.
  • Prepare and revise the project’s budget
  • Coordinate and communicate with project’s Donor.
  • Participate in the regular update of the trimestral DIPs
  • Prepare monthly Work plans in Coordination with relevant staff members.
  • Prepare and submit quality reports monthly, quarterly and annual to donors through Program Manager.
  • Participate in the planning and implementation of other Projects implemented in the base location
  • Provide support to the Program team in other developmental Projects once needed or requested by Program Manager.
  • Participate in the design and preparations of new Concept Notes and Proposals

Monitoring and supervision:

  • Coordinate in the preparation of quarterly and annual action plan for the implementation and management of the project;
  • Monitor the implementation of the planned Activities
  • Supervise the Documentation, in timely manner, of all progress, challenges, and learning for future implementation of similar projects and accountability.
  • Supervise and evaluate the staff members performance
  • Ensure strong coordination of project activities to beneficiaries and different stakeholders under the supervision of the Line manager

Internal Controls and Reporting:

  • Ensure Timely preparation and submission of monthly, Quarterly and Annual reports to the Program Manager and donors.
  • Supervise the Preparation of Field Visit, activities completion reports and evaluation reports of all conducted activities.
  • Ensure the proper documentation of Projects’ achievements, case studies and success Stories
  • Ensures budget control of the project.

Networking and Communication:

  • Attends meetings with project partners;
  • Build relationships with Local authorities, civil Society Organizations and relevant stakeholders.
  • Participate in the need assessment missions conducted by IR or other partner organizations conducted within the project area
  • Participate in workshops , training sessions or any other forums with line manager approval or nomination;

Supervisory Responsibilities:

  • Supervision Exercised
    The position will supervise the TCFS project team
  • Supervision Received
    The position will receive instructions from Program Manager.

SPECIAL NOTE:

The employee holding this job must expect that his / her performance will be measured in part against the standard set forth in his/her JD. However, the JD is subject to revision to further the consistent with positions level of responsibilities may be necessary to fulfil IR objective in the country.

WORKING CONDTIONS:

Tunis Office is the employee duty station.
The employee may be required to perform assignments after his/her working hours and on holidays beside field trips to field offices. The Project Coordinator is expected to spend a minimum of 50% of his/her time on the field.

Critères d'éligibilité

  • It is essential that the post holder shows a good understanding of the Islamic values and principles as well as commitment to Islamic Relief Worldwide vision and mission.
  • Qualification: Master’s degree in a relevant field such as Social Sciences, Development Studies, Education, etc.
  • 5 years minimum experience in the sectors of Education or WASH.
  • 5 years minimum experience in Project Management.
  • Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development.
  • Previous experience in an NGO is required
  • Previous experience in managing similar projects.
  • Language Proficiency: Fluency in Arabic and English and working knowledge in French, both spoken and written, is required.
  • Proven Experience in Project Management
  • Experience in Education activities
  • Good understanding of the WASH sector
  • Good understanding and proven experience on the Results Based Management RBM approach.
  • Good organizational, interpersonal and communications skills with ability to build and lead teams.

  • Ability to understand the community needs.
  • Well-grounded understanding of the Civil Society Organizations
