The UN agency for Migration – IOM Tunisia is looking for a Project Assistant according to the terms of reference stipulated below. Organizational Context and Scope:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall guidance of the Chief of Mission and the overall supervision of the IOM
Tunisia’s Monitoring Evaluation and Research Officer, and the direct supervision of the National
Project Officer, the successful candidate will be responsible for providing effective and efficient financial, administrative, and programmatic support to the youth at-risk of re-emigration project.
The project, financed by the Government of Italy, aims to support and accompany youth at risk of irregular migration, in particular those who have already tried to cross the border in an irregular way. A full mechanism will be implemented which aims to strengthen national capacities to provide empowerment services to youth through technical support and tools, facilitating cross-sectoral coordination, establishing national networks and referral mechanisms, and provide trainings and conferences to exchange lessons learnt and good practices.
Core Functions / Responsibilities:
In particular he/she will:
1. Support the implementation of the youth at-risk of irregular re-emigration project, including but not limiting to preparing, and implementing the project activities;
2. Participate in the development and maintain the project work plans and activities;
3. Provide inputs concerning the project activities to the monthly and interim reports;
4. Identify issues and report them to the supervisor in a timely manner with recommendations for resolution;
5. Support with maintaining partnerships between IOM Tunisia and relevant Government entities, other UN agencies and civil society partners;
6. Assist the organization and participation in meetings with key local stakeholders (localGovernment institutions, CSOs, etc.) and the private sector, inter alia, taking minutes of the meetings, brief notes/notes for the file;
7. Prepare training work plans including logistics and budget. Support the Project Manager in managing the training costs and project budget lines and tailor the training programs as necessary;
8. Assist with developing Memoranda of Understanding, contracts, experts ToR, agreement and
other related documentation to support social and economic inclusion of youth;
9. Guide, oversee and backstop the international and local experts commissioned by IOM for the purposes of the project;
10. Ensure discretion and confidentiality regarding the personal data of beneficiaries, in line with IOM Data Protection Principles;
11. Support the production of regular briefings, summaries, press releases, presentations, and other relevant information materials on project activities, when required;
12. Assist in drafting official correspondence (letter, Notes Verbales, faxes) and dispatch official correspondence to Government, partners, other IOM offices on time and effectively;
13. Assist in fulfilling internal procurement, and other administrative formalities in order to provide support to programmatic activities;
14. Maintain the necessary administrative and financial documents and relevant documents for reporting;
15. Draft monthly, interim reports in line with IOM standards and procedures, hence contributing
to timely submission in line with donor requirements;
16. Perform other related duties as may be assigned by the Project Manager.

Required Qualifications:
Education & Experience:
• High School Degree/Certificate degree, preferably in business administration, human resources, psychology, or other similar domain from an accredited academic institution and three years of relevant professional experience; or bachelor’s or equivalent or Higher degree in the above fields with one year of relevant professional experience.
• Sound knowledge of financial and administrative skills;
• Experience in Labour Migration, Migration and Development;
• Knowledge/Experience in employment and youth empowerment;
• Strong organizational and planning skills;
• Excellent time management skills;
• Excellent verbal and written communication skills in all three languages (Arabic, French,English);
• Attention to details and problem-solving skills;
• Experience working with government counterparts, private sector, international organizations and/or non-governmental organizations (NGO) is an asset;
• Capacity to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
• Experience with Microsoft Office products; especially Outlook, Word, Excel and PowerPoint
Languages:
Fluency in French, Arabic, and English (oral and written).
