1.      Office/Unit/Project Description  (max 300 words)

The United Nations Capital Development Fund makes public and private finance work for the poor in the world’s 46 least developed countries. https://www.uncdf.org

The Local Climate Adaptive Living Facility (LoCAL) is a mechanism to integrate climate change into local authorities’ planning and budgeting through the regular intergovernmental fiscal transfer system using performance-based grants in a participatory and gender sensitive manner, increase awareness and capacities to respond to climate change at the local level including through ecosystem-based solutions, and increase the quality and number of local investments that address climate change. LoCAL combines performance-based climate resilience grants (PBCRGs), which ensure programming and verification of change expenditures at the local level, with technical and capacity-building support. It uses the grants and demonstration effect to trigger further flows for local climate action including global climate finance and national fiscal transfers. LoCAL also aims to support private finance for small and medium businesses and municipal finance and public-private partnerships.

LoCAL-Tunisia

LoCAL Tunisia is part of the programme called “Appui à l’action environnementale en Tunisie” aimed at improving the sustainability of the Tunisian economy and initiate its ecological transition through changing consumers and producers’ behaviours. Building on the achievements of the Clima-Med initiative, with the following objectives:

  • Political and civic dialogue is effectively engaged in the fight against climate change.
  • Ecological progress comes from investments at the local level.
  • The private sector develops, alone or in partnership, modes of production of goods and management of services in line with the principles of the green and blue economy.

LoCAL Tunisia started in early 2023 for a period of 5 years. This position will be based in Tunis, Tunisia.

2.      Scope of Work (5 to 7 items only)

Within this programme context, UNCDF is seeking a Project Analyst to provide the overall administration, execution, and processes of varied and inter-related programmatic, operational, travel and logistical activities in large offices, ensuring high quality and accuracy of work. The Project Analyst will also support the processes and execution of financial services ensuring effective and transparent utilization of financial resources and integrity of financial services. The Project Analyst ensures the effective delivery of the LoCAL project in line with UNCDF & UNDP rules and regulations and promotes a client, quality and results-oriented approach.

The Project Analyst will provide programme management support services, including financial management, procurement & operations management, administrative management and project monitoring. He/she will also assist the Programme Management Specialist in performing project management and operational duties.

1.) Ensures implementation of operational and financial management strategies, and adapts processes and procedures, focusing on the achievement of the following results
  • Ensure full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system
  • Act as a conduit for the necessary synergies between UNDP Tunisia administrative units and UNCDF for better field office compliance and performance.
  • Lead project and award creation and management in the ERP system, prepare budget revisions, revision of project award and project status, determine of unutilized funds, support the operational and financial closure of projects
  • Oversee financial analysis and all resources managed by the CO and provision of high-quality professional service to the CO project financial and operations management
  • Support implementation of Mid Term and Final Project evaluation

 

2.) Management Project Budget and Provision of project finance support
  • Draft Annual Work Plans and Budgets for projects within the Programme office.
  • Provide regular updates on the disbursement status to project management and review of the Financial Reports and regular monitoring of financial performance
  • Ensure maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Develop Project Financial Reports (quarterly and annually) by providing the information on the project progress, operational issues and disbursement including donor reporting
  • Prepareall payment requests, financial record-keeping and financial reports required in line with both the National Implementation and Direct Implementation of financial rules and procedures.

 

3.) Provision of support to procurement
  • Ensure full compliance of procurement activities with UNDP/UNCDF rules, regulations, policies and strategies;
  • Coordinate the  preparation, implementation and monitoring of procurement plans for the office and update UNCDF Intranet accordingly
  • Liaisewith UNCDF FMS and UNDP CO to provide procurement support
  • Comply with the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
  • Maintain contract management database for monitoring of contracts
  • Draft specifications and terms of references for procurement needs of the office

 

4.) Provision of operational support to the office
  • Process and manage travel arrangement, circulate travel-related information and support team with Daily supplemental allowance (DSA) processes and travel claims.
  • Manage logistics for project meetings, workshops and seminars
  • Organize shipments, customs clearance arrangements, prepare documents for shipments (send and receipt)
  • Provide guidance for common premises and common services maintenance
  • Manage Project Assets and inventory, act as custodian for management of office assets and inventory including keep record and maintenance of Office Assets and supplies and participation in periodic office physical inventory and asset verification exercises
5.) Proper control of Country office Accounts and Knowledge Management 
  • Elaboratethe internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in quantum; payrolls are duly prepared; MPOs, travel claims and other entitlements are duly processed, receipting of goods and services and establishment of accruals are properly done in compliance with IPSAS and UNDP policies and procedures
  • VERB ?! Develop and maintain the project filing system
  • Facilitate admin and logistical arrangement for delivery and arrival of goods; Facilitation of VAT clearance process; Proper record and tracking of common services expenditure
  • Perform other work-related tasks assigned by the supervisors

              3.      Institutional Arrangement

The Project Analyst will report on a daily basis to the Programme Specialist for Tunisia, IPSA11, based in Tunis, and work under the overall guidance of the LoCAL Global Programme Analyst, P-2 and in close collaboration with the LoCAL global Facility and LTF colleagues across the region. The incumbent will work in close collaboration with the operations, programme and project staff in UNCDF Regional Offices and HQ offices to exchange information and ensure excellent and consistent service delivery.

5.      Minimum Qualifications of the Successful IPSA

Min. Academic Education
  • A Master’s degree  in Business Administration, Organization Management, Accounting and Finance and Administration; or related field
  • First University Degree in the above areas with 2 years of relevant experience  can be accepted in lieu of the Master’s degree
Min. years of relevant Work experience 
  • 2 years experience in providing operations, administrative and programme and financial support to big office for a development project at international level is required
  • 2 years experience in providing financial management, Resource Planning and Analysis, Quality assurance oversight and close monitoring of development project is required
Required skills 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc)
Desired additional skills and competencies
  • Experience with a UN organization/agency/ International development sector in area related to the job description is required;
  • Experience with using web-based project management system for international organization is preferred.
  • Candidate with professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (master’s) University Degree in Finance and/or Accounting or professional Accounting qualifications from an internationally accredited institute of accountancy is desirable
  • Having track record of working in cross-cultural multicultural organization is highly desirable
Required Language(s) (at working level)
  • Fluency in both English  and French is a requirement
