The Center for Applied Policy Research (CAP) at Ludwig Maximilian University Munich, the Arab Institute for Human Rights (AIHR) in Tunis, University of Carthage, and the Union des Tunisiens Indépendants pour la Liberté (UTIL) are welcoming application for the program Policy Advice and Strategy Development – Linking Academia, Civil Society and Politics which is supported by the Government of the free State of Bavaria and the Ministry of Development, Investment and International Cooperation of the Republic of Tunisia.
The formulation and communication of policy objectives and recommendations for action are essential components of political planning, decision and legitimation processes. Against this background, the program Policy Advice and Strategy Development primarily aims at Tunisian researchers at Universities and think tanks as well as members of Tunisian civil society organisations and political institutions (parties, parliament, ministries, state agencies, etc.). It offers them professional training in public policy advice, strategy formulation and implementation.
In a first 2-day workshop the participants engage in discussions, trainings, peer-to-peer learning and exchange with practitioners covering topics such as strategy development, drafting and communication of policy recommendations through policy papers and outreach activities.
Based on the discussion of the workshop, participants will draft strategy papers on selected policy issues that reflect their respective areas of expertise and are considered particularly relevant to the political and socio-economic development in Tunisia. The papers will be published online and in print further dissemination.
A second workshop will take place to present the policy papers and to train and discuss dissemination and outreach activities.
Both workshop will take place in or around Tunis. The first workshop will take place in April 27-29, 2017. The second workshop will take place October 20-22, 2017. Participants should not have any commitments or appointments during the time of the two workshops.
The following broad themes for the policy papers have been identified for this year’s program:
Candidates should have Tunisian citizenship and should be between 25 and 35 years old, hold a university degree (B.A. or above) and have a demonstrable expertise in one of the above listed topics. They should have a good working command of English as the workshop will be mainly held in English language. After the first workshop in April, candidates have to draft a policy paper on an agree-upon topic that shall have between 3000 and 5000 words and be written in English or French language according to a timetable that will be agreed up on at the workshop. The program organizers will publish the papers throughout 2017. An honorarium for qualified and published papers can be paid.
With support of the Government of the Free State of Bavaria, the program can cover the cost of accommodation, local transportation, and meals for participants. Please note that liability for any personal or material damage in relation to the program cannot be assumed.
