Org. Setting and Reporting
This position is located in the UNODC Programme Office in Tunisia (POTUN) with duty station Tunis, operating under the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) based in Cairo, Egypt. The incumbent will work under the overall guidance of the UNODC Regional Representative for the Middle East and North Africa, based in Cairo, and the direct supervision of the Acting Head of the Programme Office in Tunisia. The incumbent will support the implementation of the Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats and Strengthen Criminal Justice Systems in Line with International Human Rights Standards (2016-2021) and the project “Strengthening prison management and fostering the social reintegration of offenders in line with relevant international standards and norms” (XAMW04).

Responsibilities
Within assigned authority, the Programme Officer will be responsible for the following specific duties:
•Coordinate and implement substantively and administratively the sub-component of the project XAMW04, including grant management, specifically the grant aiming at “Supporting the Establishment of Cognitive-Behavioural Therapy (CBT) Treatment Programmes in Prison Settings, in Line with Relevant International Standards”.
•Carry out general and administrative arrangements for the assigned project, including preparation of funding requests and briefs, project progress and delivery rate reports, as well as liaise with national, authorities and donors, United Nations agencies and other international and national organizations.
•Provide substantive support to the development of relevant technical and training materials, tools and capacity-building packages on CBT, participate in national workshops, seminars and training courses for prison officers and other relevant stakeholders, and deliver presentations, as required, in line with UNODC’s relevant technical guidance materials and in strong collaboration with experts and colleagues from UNODC with relevant experience in the health area, specifically from the Prevention, Treatment and Rehabilitation Section, Drug Prevention and Health Branch, on best practices and evidence-based interventions.
•Ensure close coordination amongst co-implementing and associated project partners in the course of project implementation, and in maintaining transparent contacts with national stakeholders and donors, including by attending policy-making and technical meetings, as required.
•Prepare and maintain tailored work and monitoring plans, undertake survey initiatives, review, analyze and interpret responses, identify problems/issues and prepare conclusions, draft related reports on project achievements at the levels of activities, outputs and objectives in line with UNODC and donor-related reporting requirements.
•Prepare budgets, monitor and report on the expenditures and the utilization of financial resources under the project segment and draft or contribute to financial progress reports, ensuring compliance with UN financial rules and regulations as well as applicable reporting requirements.
•Contribute to fund-raising in relation to assigned projects and programmes by preparing materials and participating in donor meetings and fund-raising missions by building support for cost-sharing contributions from the Governments, and by identifying other local funding sources for UNODC projects and activities, including the development of joint project with sister organisations etc.
•Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, communications material etc.
•Assist in the recruitment and supervision of consultants and/or other project personnel. Provide support in the implementation of project activities related to procurement and/or refurbishment.
•Work collaboratively with the UN system in Tunisia with a view to ensure UNODC work links with overall UN goals and the Sustainable Development Agenda.
•When requested and as required, assist in the recruitment of personnel and coordinate the work of support staff, project personnel, mentor and guide interns and Associate Experts in their work.
•Perform other work-related duties as required.
Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
