BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development.
Tunisia is a small country with a population estimated at 11,818,619 people. Over a decade since the revolution, Tunisia has made a number of advances in the dynamic process of strengthening social cohesion, as evidenced by the passage of a set o laws and decree to advance gender equality. However, despite legislative gains, the persistence of conservative social norms paired with discriminatory practices continues to hamper progress. For example, many gender inequalities persist in the rural areas, with rural women being the most affected by social and geographic isolation. According to the Ministry of Agriculture, 35 per cent of Tunisian women live in rural areas and 70 per cent of the country’s agriculture workforce are women. Nevertheless women’s access to land remains limited in rural areas, which prevents them from acquiring the status of farmer and therefore accessing credit or loans to start agricultural projects. In addition, female farm workers face serious risks from unsafe transportation methods to and from their workplaces, usually using overcrowded trucks as transportation.
In light of the above, UN Women in partnership with FAO, IFAD, and WFP, and under the Joint Programme on Rural Women Economic Empowerment (JP-RWEE), will aim to link normative and operational support to foster a comprehensive approach to rural women’s economic empowerment. The programme will be implemented in Center-West and North-West Tunisia and will reach over 2,000 rural women and 680 men. In partnership with other PUNOS, UN Women will work on providing livelihood opportunities for rural women, while engaging with their community to promote positive behaviour change. Beneficiaries will benefit from territorial development supply chain programmes with the aim to enhance their livelihood opportunities. The programme also aims at improve food security of rural women and their communities, by increasing their access to resources and encouraging positive behaviour change among men and boys.
Reporting to the Head of Programmes, the Programme Coordinator is responsible for coordinating the RWEE portfolio which includes coordinating the relationship with other PUNOs, national partners and stakeholders, and the monitoring and reporting of the portfolio. The Project Coordinator Analyst will work in close collaboration with programme and operations team, and RWEE global coordinator.

DUTIES AND RESPONSIBILITIES

1. Coordinate the RWEE programme
United Nations Entity for Gender Equality and Empowerment of Women Terms of Reference (TORs) –ROAS – HR – Oct 2018
• Coordinate the overall programme work plan development and implementation according to the ProDoc and in coordination with other PUNOs;
• Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports;
• Establish system for project planning, implementation and monitoring, in collaboration with partners, national stakeholders and other PUNOs;
2. Guide coordination with national partners and other stakeholders
• Coordinate relationships with national partners to support the implementation and expansion of the JP-RWEE, including by raisin potential risks and solutions;
• Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives as needed
3. Coordinate the monitoring and reporting for the JP-RWEE programme
• Gather and compile all information necessary for monitoring and reporting on JP-RWEE programme from the planning to the evaluation stages;
• Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
• Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
• Provide inputs from JP-RWEE programme activities and results to CCO reporting;
4. Manage people and finances related to JP-RWEE
• Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
• Monitor the allocation and disbursement of funds to participant partners;
5. Build partnerships and support in developing resources mobilization strategies;
• Provide inputs to the development of partnerships and resource mobilization strategies;
6. Advocate and facilitate knowledge building and management and communication:
• Document the programme implementation process and products;
• Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally;
• Coordinate the organization of major advocacy campaigns, events, trainings, workshops, and knowledge products.

REQUIRED SKILLS AND EXPERIENCE

Education

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience

  • At least 2 year of relevant work experience at the national or international level in managing complex and multi-component programme interventions;
  • Experience in coordinating, implementing and evaluation development programmes and projects is an asset;
  • Experience in working in the field of women’s economic empowerment is an asset;

Language Requirements

  • Fluency in French and Arabic is required;
  • Knowledge of English is an asset
