The Programme Budget (and HACT) Officer works in close collaboration with a range of staff in the CO, external partners and agency counterparts in support of effective programme management and delivery. S/He provides regular feedback on the status of implementation through monitoring benchmarks and advises on improvements to keep activities on track.

How can you make a difference?

Summary of key functions/accountabilities:

  • Supports the Programme and Planning Specialist and the Deputy Representative in overall planning, monitoring and management of Programme budgets, performance and implementing partnership (IP), using key organizational tools such as VISION, eTools and others as relevant
  • Contributes to the preparation of reports, Programme documents and correspondence with government by providing information, preparing tables and drafting analytical sections, related to budget, programme performance and IP management.  Prepares background information for use in discussions with government and other organizations.
  • Prepares and analyses monitoring and reporting information for supervisor and team on budget, office scorecard performance indicators, and IP management to drive efficient management and accountability for results. Prepares data for review in CMT and programme meetings, following-up on actions to address areas requiring attention across the office.
  • Supports annual budget planning and regularly monitors budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
  • Helps prepare periodic or ad-hoc financial and performance management reports relating to country office and donors to support the office in optimizing use of programme funds.
  • Serves as a HACT Focal Point for the Programme, in close collaboration with the HACT focal point for Operations. Provides technical support in HACT implementation to all sections. Contributes to HACT training of UNICEF staff members and implementing partners. Support programme sections to effectively use eTools to plan, document and analyses result from assurance activities.
  • Serves as eTools Focal Point for the Programme, providing assistance to programme officers in the use of the system and serving as PCARC Secretariat. Facilitates the development of Programme cooperation agreements (PCAs), Programme Documents (PDs), and/or Small-Scale Funding Agreements (SSFAs) by orienting staff and partners on the use of all modules related to civil society organizations.
  • Supports the programme section in researching, compiling, and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.

To qualify as an advocate for every child you will have…

  • A University Degree in administration, finance, or any other related field of discipline relevant to the job is required
  • A minimum of one year of programme administration, accounting and programme monitoring work experience is required. Prior experience in programme management, finance functions is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in French, English and Arabic is required. Knowledge of local language of the duty station is considered as an asset.
