Type of Contract: Fixed-term national contract for one year (renewable based on staff performance and fund availability)

Full time; 40hrs/week

Job Purpose

Under the direct supervision of the Program Manager, the Program Officer’s (PO) role is to ensure the sound, compliant, and successful implementation of the Program activities, together with and through the mobilization of all program stakeholders (partners, internal working groups, regional teams, internal affiliates). In addition to overseeing and supporting the program implementation, monitoring and mentoring the partners’ performance and capacity-strengthening plans, reviewing partner reports, and preparing & coordinating donor reporting, the PO is also responsible, amongst others, for supporting gender mainstreaming and transformative feminist principles and approaches across all programs, as a general strategic steer in Oxfam’s interventions. 

The Program Officer should also demonstrate the ability and will to think strategically and be a key stakeholder in strategic program design and development, supporting the development of the project and program portfolio in Tunisia and potentially North Africa.  

Key Responsibilities

Strategic Program design & development (15%)

  • Contribute to programmatic strategic reflections, design and development
  • Actively participate in program strategy working groups
  • Actively participate in new program and project design and development

Program Planning, Implementation, Monitoring, and Evaluation (65%)

  • Prepare and revise the annual plan, budget, and Partners Grant Agreements.
  • Ensure the implementation of the program activities in coordination with the program team members. Provide technical support to the partner organizations to implement their projects’ activities.
  • Develop a detailed program implementation action plan with the support of the team and partners.
  • Conduct meetings with partners and regular field visits to activities to build solid partnerships and ensure quality implementation. 
  • Prepare program implementation updates, including progress, achievements, and challenges, regularly and submit them to the Program Manager.
  • Assist in designing and organizing assessment and reflection meetings with partners and team members periodically to plan, monitor, and improve financial management and spending, implementation, and timeline, and the sound implementation of donor and Oxfam compliance.
  • Work closely with the Grants and Compliance officers to monitor program and partner spending, review financial reports prepared by partners, and suggest solutions and improvements as and where needed.
  • Review, compile, and draft the quarterly, semi-annual, and annual reports.
  • Support and contribute to conducting needs assessment and research related to the program’s mid-term review and final evaluation.
  • Support and assist in ensuring mainstreaming gender and social inclusion in the program activities and their implementation in collaboration with relevant staff. 
  • With the support of the Feminist Learning Officer and MEAL Coordinator, contribute to ensuring that the projects’ Feminist MEAL frameworks are implemented as planned and adapted as needed following lessons learned from implementation or changes in the intervention logic and/or context.
  • Provide ongoing support to partners through regular progress communications
  • Assist partners and team in identifying unique areas of needs, including gender gaps, suggest solutions, and support and contribute to their improvement.
  • Support the implementation of the gender mainstreaming agenda and Oxfam’s feminist principles.

Learning, Knowledge Management, and Sharing and Capacity Building of Partners (20%)

  • Assist the team and partners in extracting critical lessons learned and identifying and highlighting achievements of stated program objectives and outcomes.
  • Organize learning events, facilitate reflective learning processes by stakeholders around program indicators and outcomes, and assist with delivering Oxfam reporting tools for each project.
  • Assist in preparing case studies and learning process documentation of the program.
  • Contribute to conducting capacity development needs assessments of the partner organizations and assist in organizing adequate capacity-building activities for them 
  • Take the lead in organizing meetings, workshops, exchanges, and exposure visits for the program stakeholders.

Technical Skills, Experience & Knowledge

Essential

  • At least a bachelor’s degree in social sciences, political sciences, gender studies, Economics, or International Development or other relevant experience.
  • Minimum of 5 years of work experience in project management in some of the related thematic focus and work areas.
  • Proven experience in strategic thinking and design
  • Proven experience and skills in developing and managing work plans, writing reports and managing and ensuring donor compliance.
  • Experience in building partnerships, directly implementing activities, or working with implementing partners.
  • Good understanding and proven experience in monitoring and evaluation, developing tools, such as surveys, stories of change, and knowledge of indicators.
  • Remote management of activities and partners.
  • Working experience in and understanding of gender mainstreaming and transformative feminist principles and approaches 
  • Direct technical knowledge and/or exposure  to the fields of Gender, Health, Economic, and Climate Justice 
  • Deep understanding of the civic space arena in Tunisia specifically, and North Africa in general
  • Excellent analytical and synthesis skills of gender and civic space issues applied to different interventions and programs.
  • Solid understanding and convictions of a rights-based approach and gender sensitivity, and experience in the NGO sector.
  • Able to speak fluently and work in Arabic, French, and English. 
  • Excellent interpersonal, communication, and working skills in a multidisciplinary and multicultural environment with several stakeholders.
  • Ability to work within a multicultural, multilingual, and multidisciplinary environment and effectively with others in a team across institutional boundaries and business units.
  • Ability to work through bringing people together, ensuring shared understanding and alignment
  • Ability to motivate colleagues through a positive attitude

  • Excellent understanding of the political and socio-economic context in Tunisia especially, and in MENA in general
