Job purpose
This position has the overall responsibility for quality implementation of project/s relevant to the Oxfam Tunisia governance and public policies thematic area. The program officer will work directly with the beneficiaries and partners and stakeholders of Oxfam and in line with the project/s defined goals, outcomes and budget.

Job Purpose – Key Responsibilities and Accountabilities

Strategic – 10%
•    Ensure the project/s strategies and activities responds to the Tunisian civil society needs, are suitable for the operational context and are aligned with the country ToC and strategy steer on Civic Space.
•    Identify problems and opportunities, and propose and initiate solutions that are accountable and in line with the policies, strategic direction and budget.
•    Ensure implementation of Oxfam CO Tunisia’ and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of projects’ work.
•    Manage and update the risk register and the risk mitigation plan.
•    Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programs in Tunisia.
•    Contribute to the annual planning, reporting and budgeting of the Tunisia programs and projects and actively contribute to fundraising activities.
•    Identify areas for program development and lead on crafting program and project proposals based on this together with the relevant team members.

Project management – 45%
•    Responsible for the overall implementation and progress of project/s activities, including partner organizations’ activities.
•    Mentor and monitor the progress and quality of the project/s, proactively identifying problems, opportunities and exceptions, and propose solutions.
•    Ensure the achievement of agreed outcomes and targets.
•    Support partners in project/s development and implementation through technical advice on participatory community engagement.
•    Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership.
•    Ensure the proper Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the ‘MEAL Coordinator’ and work with partners for conducting baseline surveys, progress monitoring events, producing progress reports and final reports.
•    Monitor program spending, review financial reports prepared by partners, and facilitate auditing of fund usage in cooperation with the “Financial Officer.” Ensure internal and external reporting is done as per the agreed timeline and requirements.
•    Report the substantive and financial progress to Program Lead, CD, the PMU and other relevant colleagues across Oxfam and in accordance with the donor requirements, coordinate the production of the narrative and financial reports and audits.
•    Keep the Oxfam Tunisia team and the Overall Project Team in The Hague and relevant stakeholders informed about the project progress and ensure the knowledge exchange and synergies with other Oxfam projects in Tunis or at the regional level.
Advocacy and influencing 45%
•    Update and archive internal and external documents relevant to the project/s according to Oxfam’s procedure.
•    Facilitate and guide the project/s advocacy strategy.
•    Facilitate the development of joint advocacy strategy with partners associated networks, partners and Oxfam’ MENA regional platform.
•    Develop strategic partnerships with key actors to achieve our policy goals.
•    Coordinate the production of quality diverse range of information products including research, policy paper/brief, audio/visual communications, when needed to achieve specific policy goals.
•    Support and advise other team member to carry out influencing and advocacy properly.
•    Ensure timely development of position papers, policy briefings, presentations and other advocacy materials and communication media.
•    Identify key opportunities in the short and long-term in which we can influence policy processes.
•    Advice technical staff and the management for meaningful engagement with key actors and institutions.
•    Support opportunities for fundraising regarding policy interventions.

Critères d'éligibilité

  • University degree in social sciences, political sciences, development, women’s studies, social geography etc. or related disciplines; or an equivalent sufficient experience and informal education.
  • At least 5 years of work experience in policy analysis, influencing and advocacy in Tunisia context
  • Demonstrable experience and achievements working in and advocating towards multi-stakeholder platforms and processes.
  • Experience in policy analysis, influencing and advocacy working with regional and global actors is an asset.
  • Experience in stakeholder mapping and strategizing according to policy objectives of different projects.
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training materials, advocacy and inter-agency networking and coordination.
  • Ability to quickly understand and absorb new topics, issues and disciplines and distil relevant advocacy strategies from them.
  • Excellent critical thinking and analytical, writing and reporting skills.
  • Excellent intercultural communication.
  • Sound experience in capacity building and good facilitation skills.
  • Good experience and knowledge in monitoring and evaluation.
  • Excellent command of Arabic and French, and good command of English is an asset.
  • Excellent computer skills.
  • Ability to work independently, from a distance, and with a team; excellent and efficient time management.
