Program / Department Summary

The primary responsibility of the Program Officer will be to ensure the production of timely, accurate and analytical donor reports and to assist the program staff in maintaining and implementing the program. (S)He will work closely with the Program Manager and be responsible for the planning and delivery of regular reporting, as well as supporting the program manager with their daily tasks. The Program Officer will assist the Program Manager in the daily smooth running of the project.

Essential Job Responsibilities 

  • Liaise with and support key program staff to ensure that Analysis Program is running effectively and making best use of project resources.
  • Translate incoming project proposals and other paperwork for review by PM.
  • Update and manage electronic and hardcopy filing systems of on-going proposals and projects.
  • Support on drafting the quarterly progress reports to the donor.
  • Coordinate program meetings and keep notes of meetings held.
  • Promote and adhere to the principles and objectives of the Program and Mercy Corps. Read and develop a clear understanding of Mercy Corps Analysis methodologies. Advise supervisor on areas of improvement.
  • Provide written and oral translation and report writing for program staff, as necessary.
  • Monitor daily program activity and keep track of program outputs and outcomes.
  • Data-entry of program information, as assigned. Develop charts, statistical reports and data-bases as required by Program Manager
  • Track project development throughout the target area.
  • Assist program staff in coordinating logistics and project activities.
  • Assist with overall program development and future proposals for program follow-on activity.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its mission.

Security

Ensure compliance with security procedures and policies as determined by country leadership.

Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability to Beneficiaries

to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Success Factors

The successful Grant and reporting officer will be good at problem solving and have the ability to work out methods to deliver successful programs. S/he will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a training capacity, while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The candidate must possess excellent organizational skills and have a flexible and analytical approach. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

شروط الترشّح

  • 1-year field experience with reporting with INGOs with supervisory responsibilities.
  • BA/BS degree in a relevant field.
  • Demonstrated understanding of complex environment, related security concerns and appropriate responses with experience in insecure context.
  • Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
  • Knowledge of Mercy Corps PMMC systems and procedures desirable; knowledge of donor regulations (CSSF, FCDO) an added advantage.
  • Strong ICT skills a must and vehicle mechanic knowledge an added advantage.
  • Excellent negotiation and representation skills.
  • Effective organizational, prioritization and result management.
  • Excellent verbal and written French and English skills required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Knowledge of North Africa context
