POSITION TITLE: Program Officer

REPORTS TO: Regional Program Officer

LOCATION: Tunis, Tunisia

ABOUT IREX:

IREX is an independent non profit organization dedicated to building a more just, prosperous, and inclusive world by empowering youth, cultivating leaders, strengthening institutions, and extending access to quality education and information.

POSITION SUMMARY:

IREX seeks a Program Officer to support all aspects of MEPI Alumni Connection programming across the Middle East and North Africa by engaging with alumni, organizing events, monitoring subgrantees and individual small grant recipients, contributing to the design of program activities, and supporting program financial management, reporting and M&E.

DUTIES & RESPONSIBILITIES:

  • Support Regional Program Officer in all aspects of program implementation to ensure timely and accurate completion of deliverables;
  • Manage portfolio of relationships and outreach with alumni and partner institutions, including private, non-profit, and government partners, and vendors;
  • Negotiate, manage and monitor subgrants with regional partners;
  • Contribute to design and implementation of program activities across the MENA region;
  • Work with the program team to plan and implement program events; such as, conferences and both in-person and virtual professional development opportunities;
  • Contribute to project monitoring and evaluation, analyze results to inform project implementation;
  • Contribute to budget management, monitoring, and compliance;
  • Provide high-level support to MENA-based individual clients and client associations and partner institutions;
  • Draft complex documents, including training materials, program reports and evaluations;
  • Select and hire consultants as necessary;
  • Maintain effective relations and coordination with program teams, funders, and partners across the region;
  • Represent IREX and Leadership Practice interests both within and outside of IREX;
  • Contribute to office administrative and financial management; and
  • Other programmatic and administrative duties as needed

PHYSICAL DEMANDS:

  • Tasks involve some physical effort, i.e. some standing and walking, or frequent light lifting (2.5-5 kg.); or minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment. Tasks may involve extended periods of time at a keyboard.
  • Extended period of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard.
  • Task requires:
    • Sound perception and discrimination
    • Visual perception and discrimination
    • Oral communications ability.

WORK ENVIRONMENT:

All employees are responsible for their own safety, as well as that of others in the workplace. To help us maintain a safe workplace, everyone must be safety-conscious at all times. This position is performed in a typical office environment. The noise level in the work environment is usually quiet to moderate. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and vehicles. Safe use of IREX equipment, as well as safe practices while on IREX property is essential.

Critères d'éligibilité

  • Bachelor’s degree;
  • 2-4 years of relevant experience;
  • Speaking, reading and writing proficiency in Arabic, French, and English required
  • Demonstrated ability to plan strategically and creatively to meet specified objectives with strong ability to anticipate challenges and generate solutions
  • Strong interpersonal and cross-cultural communication skills;
  • Professionalism in written correspondence and report writing, excellent presentation and oral communication skills;
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize;
  • Able to work independently and as a team member with consistent ability to take initiative, meet deadlines, and be flexible;
  • Strong work ethic, ability to work in a multicultural environment;
  • Availability to travel domestically and internationally, as requested, as well as support scheduled program activities on occasional evenings and on weekends;
  • Experience with procurement procedures and sub-award management preferred;
  • International work or study experience in the United States preferred; alumni of MEPI, ECA or other USG programs strongly encouraged to apply.
