The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 30 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.
The candidate will be supporting an ABA ROLI program implemented in Tunisia. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
ABA ROLI seeks a dedicated Program Manager (PM) to coordinate the day-to-day operations of an anticipated award in Tunisia. The program is focused on expanding and standardizing the use of effective alternatives to incarceration (ATI) in Tunisia in an effort to decrease prison overcrowding and recidivism rates in the country.
The PM is responsible for designing, leading, and monitoring all activities that support program objectives. The individual manages relationships with Government of Tunisia (GOT) stakeholders, partners, subawardees, consultants, and team members to ensure successful program implementation and reporting requirements adhere to donor and ABA ROLI’s requirements. The PM will be based in Tunis but will be required to travel to target governorates (including Nabeul, Siliana, Jendouba, Kef, Kasserine and Sidi Bouzid) on which the program focuses, to support activities and operations. The ideal candidate will possess technical expertise in alternatives to incarceration, existing relationships with at least one set of partners, and previous experience in coordination and implementation of rule of law programs.
∙ Work closely and manages relationships and communications with counterparts, partners, civil society organizations, lawyers and international experts to design and implement activities that support program objectives;
∙ Design, implement, and closely oversee program activities and performance in accordance with the workplan, in partnership with the program team, M&E, financial and operations team;
∙ Identify and synthesize good practices and lessons learned to improve program design and management, share best practices, and strengthen reporting;
∙ Collect, process, analyze and consolidate data and information related to the implementation of program commitments; and draft narrative and financial reports (biweekly, monthly and quarterly) about the programs;
∙ Develop program outreach and communication materials, training curricula, stakeholder and donor presentations, etc.;
∙ Lead and ensure that activity logistics are implemented in accordance with program documents and procedures in close collaboration with the Country Director (CD) and the M&E team; ∙ Manage relationships and supervise subgrantees performance to collect activity implementation data and reporting information (written reports and budgeting);
∙ Supervise the procurement and events logistics management in collaboration with operations and compliance manager to ensure adherence to ABA ROLI’s policies;
∙ Supervise program team staff, local and international consultants;
∙ Responsible for maintenance of all hard and e-copies of program files;
∙ Any other duties as assigned.
∙ A bachelor’s degree in law, political or social sciences, development, or related field is required; master’s degree preferred;
∙ A minimum of five to seven years of demonstrated experience supporting programs and/or activities related to rule of law, alternatives to incarceration, case management, probation and parole systems, democratic processes, or other related areas;
∙ A strong understanding of the Tunisian governance landscape and good working relationships with counterparts;
∙ Experience working in a team, designing, leading, and monitoring activities, trainings, events and logistics supporting program objectives;
∙ Experience developing work plans and monitoring and evaluation of program results; ∙ Excellent written and oral communication skills;
∙ Ability to travel throughout the country to ensure oversight of activities in target communities; ∙ Excellent Excel, Word and Power Point skills;
∙ Fluent Arabic, French, and English language required.
