About International Alert

For over 30 years, International Alert has been working to build positive peace and reduce violence amongst communities.

Alert operates in Tunisia, since 2012, where we address social tensions by promoting the inclusion of excluded and marginalised groups. We support economic, social, and cultural rights, including the respect of human rights, and access to health, water and education. We work to address violence in society, including gender-based violence. We have a sub-national presence in the governorate of Kasserine in the centre-west and in the governorate of Tataouine in the south-east, in addition to our Tunis national office. We focus on the local level in marginalised regions and our presence on the ground offers a depth to our projects and has facilitated the development of partnerships with a wide variety of actors, such as local authorities, youth, and civil society organisations. Our work adopts a bottom-up approach involving disadvantaged groups, particularly youth and women, to increase their capacities to constructively engage on public policies and advocate for economic, social, and political rights.

Job Purpose

The purpose of this job is to have a team member who can manage, coordinate, and supervise the project aimed at reducing gendered state and societal violence experienced by young people in Tunisia. The Project Manager will oversee project activities, coordinate with project partners, and provide technical expertise to inform the project’s direction. The project manager will work closely with two project officers in two regions, providing specialist professional or technical expertise in the interpretation and operational application of peacebuilding projects, with a particular emphasis on gender to achieve strategic objectives. The Project Manager will be responsible for ensuring the quality and effective delivery of the projects, delivering high quality reports, maintaining relationships, and communicating with local partners and authorities related to the projects.

They will also be expected to demonstrate a commitment to Alert’s values and ethics, key peacebuilding principles such as Do No Harm and conflict sensitivity, as well as safeguarding best practices and policies.

About the project

This 24-month project targets marginalized young people, civil society, and local media organizations in Tunisia. The project aims to address gendered violence experienced by young people in marginalized areas and enhance the capacity of 80 direct beneficiaries (young men and women in Tataouine and Kasserine) to advocate and address these issues with local authorities and their communities.

Young people will play a leading role in the project, receiving training and support alongside local media organizations to produce content focusing on the challenges and violence faced by young people, with their active involvement. They will also be supported in developing online advocacy campaigns, including creative products such as films and artwork, and engaging in constructive dialogue with local authorities to address violence.

The ultimate outcome of the project is a reduction in gendered violence experienced by young men and women in the target communities of Kasserine and Tataouine. The intermediate outcomes include:

• Increased visibility of gendered violence faced by young men and women, reaching 1100 individuals.
• Improved sense of community belonging and better community perceptions among young men and women in Kasserine and Tataouine, challenging gendered and class-based stereotypes, benefiting 1200 individuals.
• Increased trust between young men and women and local authorities in the target communities of Kasserine and Tataouine, impacting 1300 individuals.

Duties and Responsibilities

Reporting and Quality Assurance:

• Lead and review detailed action plans and budget forecasts, ensuring activities are executed as planned.
• Quality assurance to project delivery and overseeing the consultants’ work.
• Engage with stakeholders, local authorities, and relevant organizations working on gender, and peacebuilding to support Alert’s projects and activities, maintaining positive working relationships.
• Represent International Alert in meetings and events in coordination with the MENA Director.
• Ensure effective documentation and filing of project activities and internal and external project meetings.
• Oversee the preparation of donor reports and project completion reports, including financial reports.
• Establish and regularly update a list of stakeholders and partners.
• Provide support for advocacy events and conferences.
• Collaborate with the team to ensure that evidence and learning generated through projects are shared with key stakeholders and inform policy and programs on gender, youth participation and peacebuilding.

Monitoring, Evaluation and Learning:

• Work with the MENA DMEL Manager to establish monitoring and evaluation plans, and ensure monitoring data is collected as planned.
• Monitor project progress and impact and adjust indicators and activities if necessary.
• Support project evaluations, ensuring appropriate management responses when necessary.
• Disseminate findings of evaluations and ongoing monitoring, and share lessons learned internally and externally.

Fundraising and Partnership:

• Contribute to and develop ideas for new projects, building upon the impact achieved by existing projects.
• Fundraising for new projects based on previous experience, program portfolio and based on impact, lessons and gaps from current programming. 
• Building long-term partnerships and seeking new partners and stakeholders with similar principles and views.

Contribute to Alert strategies and policies:

• Contribute to team-wide communications and knowledge management and participate in organization-wide events and discussions on related topics/projects.
• Participate in the review and strengthening of organizational gender mainstreaming and protection policies and processes.
• Represent Alert’s values and ideas, and act as a spokesperson for the organization at relevant conferences, seminars, meetings, and online events.
• Contribute to organization-wide learning and exchange on the use of dialogue as a methodology for gender, youth participation and peacebuilding.

Travel requirements.

This position is based in Tunis office with travel to Alert’s areas of operation; mainly Tataouine and Kassrine, when needed.

ESSENTIAL REQUIREMENTS

Qualification

• Master’s degree in social sciences, law, gender, or other related fields. 
• Experience in managing community projects that focus on peace, gender, and youth participation.
• At least 5 years of successful experience of project management, implementing or coordinating projects; as well as working directly with donors, local authorities and stakeholders. 
• Fluent in Arabic, English and French and communicates clearly and effectively.

Organization and coordination of programmes activities

Desirable requirements  

• Knowledge and experience in the peacebuilding, youth participation and gender sector.
• Dialogue and practical conflict management experience a strong plus.
• Proven knowledge and understanding of programme cycle management, information management and reporting.
