CONTEXT
Description of Protect, Systems for Enabling Environment
The “EU system for an enabling environment for civil society – Flexible Support Mechanism” project (SEE) is a Euro 21 million program for six years founded by the European Commission in the framework of the EU System for an Enabling Environment (SEE) for Civil Society. It aims at improving civil society partners’ capacity and ability to detect and respond to situations of a deteriorating enabling environment, as well as strengthening positive developments.
The Program will establish a Flexible Support Mechanism with Financial Support to Third Parties to respond to the need for flexible and timely financial support for civil society in situations changing enabling environment. Different typologies of funding will be available to Civil Society Actors (CSAs) in the 86 EU SEE countries across four regions worldwide (MENA, Sub-Saharan Africa, Americas and The Caribbean, Southern Neighbourhood). The project includes a Linking and Learning component as a key component of the action for building solidarity and a continued source of learning to support civil society actors’ efforts in jointly defend civic space and strengthen the enabling environment, the action’s L&L strategy will be co-developed with CSAs.
OBJECTIVE OF THE POSITION
The Programme Manager will lead and guide SEE strategically and operationally. The Programme Manager will be responsible and accountable for the delivery and quality of the overall SEE programme over 6 years. The Programme Manager will be the account manager for the donor, the SEE Secretariate and other stakeholders, and represent the programme at all levels regarding leadership, policy, strategy, program implementation, advocacy, amplification, resource mobilization and learning.
The Program Manager coordinates the Program Management Unit (PMU) and the work of all 4 Consortium members of the SEE program. The Program Manager will travel to the SEE focus countries, the Netherlands as well as some global travel is a work requirement.
KEY RESPONSIBILITIES
- Lead the programme in its ways of working and strategic positioning;
- Programme cycle management, delivery and reporting;
- Manage and coordinate the Consortium partnership;
- Manage the SEE Secretariat relationships and tasks;
- Manage Donor contract relationships;
- Manage and develop strategic partnerships;
- Lead ways of working and innovation with civil society actor-led approaches
- Manage accountability and facilitate learning;
- Manage the Oxfam SEE team (overall (matrix) management of about 7 persons, some managed remotely)
Main tasks
- Leads adaptive programme management process at strategic and operational levels and leads an inclusive SEE planning process;
- Leads external positioning of SEE as an innovative grant facility including exploring new strategic partners and accessing (co-)funding;
- Leads the SEE Coordination Team, providing strong strategic direction for SEE based on the Theory of Change; leading and inspiring the team to translate the SEE values and principles;
- Represents SEE effectively to the donor, SEE Secretariate, Steering Committee and Advisory Board;
- Manages Consortium relationships, enabling effective teamwork across the consortium and countries, including coherent planning and management of activities;
- Responsible for delivering SEE operational account/contract management with the donor, including compliance and impact evaluation;
- Oversees SEE management, monitoring and reporting systems, including the platform, financial and progress reporting against results framework and planning;
- Ensures compliance with the SEE processes for grantee selection and management;
- Catalyses internal and external knowledge exchange around SEE’s linking, learning and amplification to generate continual improvement of grantee sourcing, support, results and positioning;
WHO ARE WE LOOKING FOR?
- More than 10 years of experience in management, fundraising and supervision of donor-funded projects;
- Experience with managing sub-granting and a large fund is required; experience with civil society grant-making is highly desirable;
- More than 5 years of relevant international work experience leading multi-country complex projects in more than one SEE region facing shrinking civic space;
- Professional expertise and up to date knowledge on civil society strengthening, social inclusion, lobby and advocacy;
- Able to translate external trends and innovative practices into programme strategy and implementation;
- Strong communication skills, both in public speaking and in effective use of social media;
- Experience in applying an adaptive management approach;
- Master’s degree (or equivalent) in international development, political science, public administration, or another relevant field;
- Proven leadership skills, based on vision, inspiration, trust and influence rather than hierarchy; commitment to an inclusive way of working;
- Highly skilled in external relationship management, a broker, including with civil society, grantees and donor related offices;
- Strategic thinker, able to link operational learning to wider programme outcomes;
- Imaginative, able to make unorthodox connections and proposals to solve challenging problems; innovative and able to think ‘out of the box’;
- Full professional proficiency in English with demonstrably excellent written and verbal skills, French and/or Arabic proficiency is highly desirable;
- Able and willing to travel regularly
- You have a valid permit to reside and work in Tunisia. Even if you work remotely.
