Title: Program Manager, MEPI Alumni Connection Program

Location: Tunis, Tunisia

Reports To: Program Director

Summary: World Learning seeks a Program Manager based in Tunis, Tunisia to support the Middle East Partnership Initiative Alumni Engagement hereinafter referred to as “MEPI Alumni Connection Program”. The Program Manager will coordinate the planning, design, organization, and implementation of program activities in the MENA region. Position reports to the Program Director based in the U.S.

Responsibilities and Duties:

  • Oversee all regional activities, program staff, and manage relationships with partners and the greater alumni network 
  • Ensure consistency of operations, activities, and alumni support and uphold standards of excellence for all staff 
  • Communicate effectively and professionally with stakeholders including MEPI alumni, U.S. Embassies, MEPI implementing partners, and program partners.
  • Hire and onboard staff, promote professional training and development, and conduct performance reviews for direct reports
  • In conjunction with Program Director establish, modify, and implement program-wide systems, policies, and procedures 
  • Conduct program and budget negotiations and budget tracking to ensure quality and cost-effectiveness of the program 
  • Ensure strong systems for effective collection and tailoring of alumni success stories, development of briefs and tracking of activity impact
  • Authorize, monitor, and reconcile disbursement of project funds in compliance with World Learning and DOS financial management guidelines; and provide financial oversight of staff 
  • Develop tools for tracking, monitoring, and evaluating participants and program activities and results as required
  • Lead team in the monitoring and evaluating MENA wide program activities 
  • Provide support and oversight in the development and implementation of communications and social media strategies
  • Write quarterly reports and ad-hoc program report deliverables in a timely manner 
  • Coordinate administrative operations with designated World Learning-Tunisia representative 
  • Act as the day-to-day regional point of contact for MEPI, U.S. Embassy staff, or other program stakeholders
  • Perform other duties as assigned by the Program Director.
  • Support integration of DEI goals and practices in internal operations and communications, as well as in program design and implementation;
  • Demonstrate a curiosity about World Learning as a whole, with the aim of being able to effectively represent the organization to external audiences commensurate with the position;
  • Support an organizational culture of continuous learning through rigorous program monitoring, data tracking, donor and MERL reporting, research and reflection to ensure strong outcomes;

 

Qualifications and Requirements:

  • A minimum of four years of project management experience working in international programs; practical experience in working on international programs is preferred;
  • Experience effectively communicating with program stakeholders
  • Strong cross-cultural experience with people from across the Middle East and North Africa region;
  • Demonstrated ability to work independently and cooperatively with colleagues, or persons with different national and cultural backgrounds;
  • Strong interpersonal communication and management skills;
  • Strong coordination, logistical, and time management skills.
  • Demonstrated accuracy, attention to detail, organizational and event planning ability; 
  • International work or study experience preferred; alumni of MEPI, ECA or other USG programs strongly encouraged to apply.
  • Proven understanding and ability to manage a multiplicity of concurrent activities and responsibilities with the ability to adjust to donor requirements and tight donor schedules; 
  • Master’s Degree required;
  • Strong oral and written Arabic and English skills required;
