Mission of the Department:
The Marine program at WWF NA is implementing projects in Tunisia, ALgeria and Libya. its works for better Marine ecosystem management, MPA development and management effectiveness, and megafauna conservation. The program also advocates for a sustainable blue economy with local engagement and a proper legislative framework.
Major Function:
The WWF NA Marine Program Manager leads and coordinates the development and management of WWF sub-regional marine program, including strategy development, implementation, staff supervision, project development and fundraising.
The Marine Program Manager is WWF’s spoke person in North Africa on marine related issues.
Major Duties and Responsibilities:
- Develop and supervise the implementation of WWF NA marine program aligned with WWF global Ocean Goals and Outcomes and the Mediterranean Marine Initiative (MMI), including strategy development, implementation and monitoring;
- Ensure that activities and projects contribute to WWF’s Ocean global goals and the MMI strategy;
- Act as the WWF spokesperson in NA in relation to marine related issues; with the agreement of the WWF NA Director
- Research and identifies funding opportunities and priorities to develop WWF’s marine portfolio in N.A.;
- Contribute to develop project concepts and proposals;
- Monitor sub-regional policy processes and establishes, together with WWF NA’s Director and the MMI leader any strategic directions or WWF engagement in such processes.
- Build the relationship and dialogue with public authorities on marine related issues, sharing our vision and work, and strengthening strategic relationships as needed.
- Build relations and partnerships with resource-users’ stakeholders, civil society and the public and private sector as necessary for the development and implementation of WWF marine strategy in N.A.;
- Ensure that WWF Environmental & Social Safeguard policy and standards are implemented in all WWF projects.
- Lead and manage marine projects in N.A.
- Supervise the implementation of all marine projects in N.A mainly in Tunisia, Libya and Algeria, develop marine conservation work in Morocco and Egypt.
- Development of annual work-plans, staff supervision, partnership development, monitoring and reporting including the preparation of the quarterly technical reports as well as monitor progress;
- Support project teams and partners in implementing and delivering against their work-plans by:
- providing direct technical support,
- identifying the most suitable technical experts to assist them and organizing their missions in the pilot sites,
- facilitating workshops/meetings,
- providing access to specific technical/scientific knowledge,
- reviewing ToRs or other technical reports,
- any other technical support that might be asked by the local coordinators;
- Create synergies among projects, disseminates results and lessons learned in collaboration with communication units;
- In collaboration with the Administration units, monitor progress on budget allocation and spending;
- Conduct missions in the project’s sites and/or other countries in accordance with the project’s needs with the coordination of WWF NA’s Director and the MMI leader.
- Ensure that WWF standards, procedures and guidelines are respected and complied with, in particular the Environmental & Social Safeguard policy and standards and risk and quality assurance of project proposals
Other duties:
- Work closely with WWF NA Director and the MMI leader in defining strategic directions, identifying opportunities and in scoping out donors and funding opportunities;
- Scope opportunities for corporate fund raising in N.A.
- Contributed to WWF MMI strategy development, implementation, monitoring and reporting.
Profile:
- PhD or Msc in marine conservation, natural sciences, management or another relevant field.
- At least 7 years of professional experience in a project/program management position, including at least 3 years as a senior leader with successful experience in team and budget management
- Required Skills and Competencies:
