Project:  Green & Resilient Economic Empowerment Navigator

The Green Skills for Sustainable Future is a project aiming to develop sustainable solutions to the main challenges Tunisia has; the gap between skills and jobs provided, and the evolution of the clean tech sector as a promising sector for economic and social growth.     

 Job Summary

The Program manger will provide programmatic, administrative and logistical support to implement the day-to-day activities in the communities, working closely with the local partner organizations to design, implement, and monitor activities, including grant activities.

Programmatic responsibilities will include providing technical and administrative support and facilitating communication to ensure timely completion of project objectives and deliverables while adhering to budget, scope, and schedule requirements.

S/he will work closely with selected partner to implement activities, including trainings and workshops, in the target communities. S/he will serve as a direct link between the project, other staff and assigned members, and will also provide communications and training support to the grantees as needed.

Key Responsibilities

Within assigned authority, the Program manager will be responsible for the following specific duties:

  • Carry out general and administrative arrangements for the assigned project, including preparation of funding requests and briefs, project progress and delivery rate reports, as well as liaise with national, authorities, universities, industries and national organizations.
  • Ensure a close coordination amongst co-implementing and associated project partners in the course of project implementation, and in maintaining transparent contacts with national authorities, universities, industries and national organizations, including by attending policy-making and technical meetings, as required.
  • Prepare and maintain tailored work and monitoring plans, undertake survey initiatives, review, analyze and interpret responses, identify problems/issues and prepare conclusions, draft related reports on project achievements at the levels of activities, outputs and objectives in line with Elspace and donor-related reporting requirements.
  • Prepare budgets, monitor and report on the expenditures and the utilization of financial resources under the project segment and draft or contribute to financial progress reports, ensuring compliance with financial rules and regulations as well as applicable reporting requirements.
  • Assist in the recruitment and supervision of consultants and/or other project team members. Provide support in the implementation of project activities related to procurement and/or refurbishment.
  • Perform other work-related duties as required.

Duty station:

Tunis, Tunisia

Duration:

The contract will be for 12 months. Starting day:01February 2021

Remuneration:

Competitive remuneration will be offered considering the qualifications and experience of the candidate.

Critères d'éligibilité

  • At least 5 years of progressive experience in running and implementing projects.
  • A bachelor’s degree or higher in a relevant discipline (e.g., management, engineering, technology)
  • Knowledge of the clean tech industry.
  • Skills and abilities in leadership and management principles, human resources management, financial management, and project management.
  • High communications skills, verbal and written, and networking skills.
  • Well-developed editorial and digital literacy, including familiarity with Google Drive, Slack, blogging platforms, and social media.
  • Demonstrable knowledge and understanding of the PPP approach and innovation.
  • Fluency in English, French and Arabic. Desirable skills:
  • Demonstrated experience in working on clean tech industry;
  • Proven track record in workshop facilitation, team and partnership building with stakeholders;
