EFE Background
Education For Employment (EFE) believes that when young people have jobs and the hope of building a future, they help lay the foundation for prosperous and secure societies. EFE has a network of local non-profit organizations operating across the Middle East and North Africa in the following countries: Morocco, Egypt, Jordan, Palestine, Saudi Arabia, Tunisia, UAE and Yemen.
EFE’s mission is to provide economic opportunities for youth, enabling them to transform their lives through productive, independent livelihoods. Two elements distinguish EFE: 1) We are a network of locally-run, not-for-profit organizations led by a national board of directors from the private sector and staff, and 2) We complete the circle beyond training to place graduates in jobs or connect them to entrepreneurship support, and provide ongoing learning and civic engagement opportunities as part of EFE’s Alumni Network.
Reporting directly to the CEO, the Program Manager will work primarily with the Tunisian program team and will also collaborate with the European and U.S. program teams.
The Program Manager is responsible for coordinating and implementing the delivery of EFE-Tunisie projects’ portfolio and overall objectives, including daily management of program activities and projects’ staff, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. The Program Manager is a strong team leader, able to develop and mentor team members, and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. S/he is responsible for managing relationships with donors, local partners and beneficiaries, contributing to achievement of program goals through innovation and program development and displaying expertise in the sectors of employment and entrepreneurship.
Essential Job Responsibilities
Program design, planning and Delivery
- Ensure and be accountable for the quality design, implementation, management and monitoring of EFE-Tunisie programs. This includes accomplishing program and project objectives, monitoring the progress of EFE-Tunisie projects and annual plan, and managing projects budget .
- Contribute in the reflexion and implementation of strategic orientations of EFE-Tunisie-Tunisie
- Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to program-wide strategy development.
- In close coordination with the Chief Executive Officer, actively participate in fundraising initiatives and negotiation of funding opportunities for new programs.
- Actively engage and contribute in discussions with partners and other stakeholders on fostering external funding opportunities.
Team Management
- Manage projects’ team, and in general be responsible for HR tasks in relation to the team. This includes having work meetings with projects staff, staff coaching, day to day line-management, performance interviews, etc.).
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
Program Management
- Ensure the implementation of EFE-Tunisie projects portfolio;
- Ensure compliance with contractual requirements with donors including reporting;
- Direct management and monitoring of projects’ activities and implementation, in close collaboration with Training, MEL, PMO and Finance teams;
- Direct management of projects’ staff, including defining clear work plans, completing performance reviews and appraisals, identifying capacity building needs for project staff.
- Technical follow-up of projects’ team to ensure compliance of the activities to technical guidelines provided by donors
- Supporting the coordination of projects with a wide range of external stakeholders;
- Ensuring the implementation of regular projects’ reviews, capitalisation, and lead on regular partner-project management meetings.
- Ensure program implementation is on time, target and budget.

Works Directly With: EFE-Tunisie PMO Senior Manager, Senior Training Manager, MEL Manager, Regional Director Zarzis office, Finance Director as well as EFE-Global and EFE-Europe program teams
Qualifications and Requirements
- 8 years (minimum) of relevant professional experience; at least 4 years of experience managing development projects, civil society, and/or youth employment and entrepreneurship programs preferred;
- Master’s degree in relevant field of study,
- Established ability to manage and communicate effectively with team members
- Demonstrated flexibility and creativity in planning and problem solving.
- Proven ability to learn quickly, lead a program to achieve stated results and objectives.
- Ability to effectively represent EFE-Tunisie and its interests to key stakeholders.
- Experience working with national and international NGOs.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
- Excellent oral and written French and English skills required; proficiency in Arabic is a plus
- Recognized qualification in project or program management
