Type of Contract: Fixed term national contract for one year (renewable based on staff performance)

Full time; 40hrs/week

Location: Based in Tunis, Tunisia with travels to the MENA region.

Team Purpose

In a region were securing Sexual and Reproductive Health and Rights (SRHR) is especially challenging, the Masarouna “Our Pathway” programme will mobilize the power of young people (YP), for collective action in MENA to support their fight for greater freedom of choice and respect for their SRHR through new and innovative pathways for change.

Job Purpose

Under the Masarouna’s Programme aiming to strengthen Sexual and Reproductive Health and Rights (SRHR) in the MENA region, under the direct supervision of the Program Coordinator, the Program & Gender Mainstreaming Officer (PGMO) is to support and ensure the sound, compliant and successful implementation of the Programme and partners activities. In addition to overseeing and supporting the programme implementation, monitoring and mentoring the partners’ performance and preparing reports, the PGMO is also responsible for supporting and ensuring the integration of gender and transformative feminist principles and approaches across the program components and interventions together with the Feminist MEAL Coordinator and the Feminist Learning and Influencing Officer. The PGMO will work in close coordination the Finance Officer, the Influencing and Communication Coordinator and other relevant colleagues as well as directly with the partner organizations.

Key Responsibilities

Programme Planning, Implementation, Monitoring and Evaluation (50%)

  • Support in preparation and revising the annual plan and budget and Partner Grant Agreements.
  • Oversee the implementation of the program activities in coordination with the program team members. Provide technical support to the partner organizations to implement their projects’ activities.
  • Develop a detailed programme implementation action plan with the support of team and partners.
  • Conduct meetings with parnters and regular field visits to activities to build solid partnerships and ensure quality implementation. Prepare programme implementation updates, including progress, achievements and challenges, on regular bases and submit to the Program Coordinator.
  • Assist in designing and organizing assessment and reflection meetings with partners and the team members, periodically, to plan, monitor and improve financial management and spending, implementation and timeline and the sound implementation of the donor and Oxfam’ compliance.
  • Work closely with the Finance Officer (and others) to monitor the programme and parnters spending, review financial reports prepared by partners and suggest solutions and improvements as and where needed.
  • Support and directly contribute to the reviewing, compiling, and drafting of the quarterly, semi-annual, and annual reports.
  • Support and contribute to conducting needs assessment and research related to the programme mid-term review and final evaluation.
  • Support and assist in ensuring mainstreaming gender and social inclusion in the progrmme activities and their implementation.
  • With the support of Feminist Learning Officer and MEAL Coordinator, contribute to ensuring that the projects’ Feminist MEAL frameworks are implemented as planned and adapted as needed following lessons learned from implementation or changes in the intervention logic and/or context.
  • Assist, the Feminist Learning and Influencing officer and take part in the implementation of influencing and campaign activities in close coordination with the partners and networks.
  • Provide ongoing support to partners through regular progress communications
  • Assist partners and team in identifying unique areas of needs including gender gaps, suggest solutions, and support and contribute to their improvement.
  • Support the implementation of gender mainstreaming agenda and Oxfam’s feminist principles.

Learning, Knowledge Management and Sharing and Capacity Building of Partners (20%)

  • Assist the team and partners in extracting critical lessons learned as well as identifying and highlighting achievements of stated programme objectives and outcomes.
  • Assist the Feminist Learning and Influencing officer organize learning events, facilitate reflective learning processes by stakeholders around program indicators and outcomes, and assist with delivery of Oxfam reporting tools for each project.
  • Assess and contribute to the development of the Feminist MEAL plan and tools.
  • Prepare case studies and learning processes documentations of the programme with feminist research methodology and gender sensitivity.
  • Conduct capacity development needs assessment of the partner organizations and assist in organizing adequate capacity building activities for them including but not limited to: customized Feminist MEAL support, data collection tool development, and others.
  • Support the Feminist MEAL Coordinator and Program Coordinator in developing impact indicators and empowering methods of measurement, such as surveys, most significant change stories, outcome harvesting process, etc.
  • Take the lead in organizing and conducting meetings, workshops and exchange and exposure visits for the programme stakeholders.

Gender Mainstreaming (30%)

  • Support and contribute to ensuring the integration of gender and feminist principles, in developing the relevant outcomes and indicators and in producing the required tools for monitoring progress and to gather and assess data.
  • Contribute to mainstreaming gender and feminist ambitions and to fulfilling the set plans through ensuring that such principles and approaches are embodied in all programme’ interventions, the team’ ways of working, and the program’ outcomes and impact.
  • Provide support to the team on how to best operationalize gender and feminist ToC, plans and ways of working.
  • Contribute to the production of ongoing analysis of gender issues and to conducting timely gender assessments.
  • Work closely with relevant colleague to analyse the impact of the program, the work of partners and allies, and to keep relevant staff in-country and internationally – updated on latest relevant developments.
  • Actively advice and contribute to the design and production of policy, research, learning documents and papers developed by the team and/or partners from a gender perspective.
  • Coordinate with the consortium and Oxfam’s teams (countries and affiliate) the overall capacity building agenda and activities to ensure it fits the team and partners’ needs for gender.
  • Actively contribute to the production of Masarouna reports and plans.

Technical Skills, Experience & Knowledge

Essential

  • At least a bachelor’s degree – or work equivalent – in social sciences, political sciences, gender studies, Economics or International Development or other relevant experience.
  • Minimum of 4 years work experience in project management in related thematic focus and areas of work.
  • Proven experience and skills in developing and managing workplans, writing reports and managing and ensuring donor compliance.,
  • Experience in building partnerships, directly implementing activities or working with implementing parnters.
  • Good understanding and proven experience in conducting monitoring and evaluation, developing tools, such as: surveys, stories of change, and knowledge of indicators.
  • Working experience in gender-based projects, and with WHRD and organizations, or on projects related to sexuality, SRHR, gender, and rights.
  • Direct knowledge in the field of SRHR, feminism, sexual orientation, gender identity/expression, gender-based violence, sex characteristics (SOGIESC), and human rights.
  • Excellent analytical and synthesis skills of gender and civic space issues applied to different types of interventions and programs.
  • Solid understanding and convictions of a rights-based approach and gender sensitive, and experience in the NGO sector.
  • Able to speak fluently and work in Arabic and English. Knowledge of French is an asset.
  • Excellent interpersonal, communication and working skills in a multidisciplinary and multicultural environment with several stakeholders.
  • Ability to work within a multicultural, multilingual, and multidisciplinary environment and to work effectively with others in a team across institutional boundaries and business units.
  • High level of integrity. Commitment to transparency, openness and collaborative way of working.
  • Commitment to contribute to and maintain healthy, safe and smooth working environment.
  • Commitment to Oxfam’s Sexual Diversity and Gender Identity (SDGI) policy, as outlined the Oxfam Code of Conduct.
  • Excellent command of Microsoft Office tools.

Desirable

  • Experience in building networks and coalitions
  • Network of media outlets is an asset.
  • Knowledge of graphic design and editing software is an asset.
  • Knowledge of—and commitment to—international development and a strong understanding of Oxfam’s mission and vision
