ABOUT MA3AN PROJET
Through the Ma3an project, FHI 360 is working to strengthen resilience in 30 Tunisian communities. The project works to engage marginalized youth, identify and reduce community-specific vulnerabilities, and catalyze and harness public- and private-sector resources to create a lasting foundation for social cohesion and resilience. FHI 360 uses a community resilience process to increase the capacity of communities to withstand political, social or economic stresses and shocks. The process begins with youth-led mapping of community opportunities and challenges. The youth mappers then present their findings and priorities at collaborative stakeholder action-planning workshops and work with a cross-section of community stakeholders to develop activities that address the prioritized needs. These activities strengthen collaboration among community members while also addressing community and youth development needs.
The Program Development Advisor (PDA) will work in close coordination with the Senior Program Development Manager and the program & Grants team, as well as technical and ME&L teams to identify, develop and implement Community Resilience Activities (CRA) and Community Support Activities (CRA) within the objectives of the Ma3an program and USAID regulations. S/he will report to the Senior Program Development Manager.
The PDA role is to manage support to the five Ma3an regional offices in program development and activity proposal work. The PDA will coordinate with the regional teams in developing activity proposals and ensure compliance with FHI360 standards and USAID compliance. S/he work with the Monitoring, Evaluation and Learning (ME&L) team and the Sustainability team to develop M&E and Sustainability plans for the CRAs and CSAs. The PDA will assist the SPDM to closely follow and monitor the political, social, economic and humanitarian developments throughout the country and keep the Ma3an SMT and program team informed, particularly in the regions where Ma3an program is working.
Job Summary
Ma3an is a five-year (2018-2023) USAID-funded project with the goal to increase youth
participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism. Ma3an’s objectives include: Youth are
equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD), and Tunisian capabilities to
prevent and counter violent extremism are enhanced (Preventing Violent Extremism- PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused.
These include working with and through local CSO partners to understand local
dynamics in each community; and implement community-driven PYD/PVE programming
involving youth, local NGOs, local government, and other community leaders
through community-specific grants.
The Program Development Advisor will directly work with and report to the Associate Director, Program Development to ensure program development and implementation quality of Ma3an Local Solutions.
