Staff reporting to this position: Project Officer and other program specific related team members

Team purpose –

Under Oxfam’s project to strengthen Sexual and Reproductive Health and Rights (SRHR)in the MENA region, the “Program Coordinator” is charged with the program overall management and successful implementation of all relevant projects and activities.

The “Program Coordinator” is an integral part of the CO structure, hence while it’s a program-based position, irrelevant of specific grants, the Coordinator can be assigned to work under any program/s given the availability of funds, the competencies, quality performance and all parties agreement.

Job Purpose – Key Responsibilities and Accountabilities for the Program –

Strategic & Leadership: 25%

  • Responsible for the overall successful management and implementation of the program, including the successful implementation of the partner organizations’ projects and activities.
  • Identify areas for the program development and lead on crafting project ideas to achieve the theory of change for the Program.
  • Ensure the program strategies and activities responds to the civil society needs, are suitable for the operational context and are aligned with the country ToC and strategy steer on Gender Justice.
  • Identify problems and opportunities, and propose and initiate solutions that are accountable and in line with the policies, strategic direction and budget.
  • Identify the project risks and control them by taking action with close and regular monitoring.
  • Work closely with the Compliance and Quality Coordinator and the relevant MEAL Officer/s to develop and enhance the Programs MEAL framework and ensure alignment with the ToC, country strategy and Oxfam general MEAL policies and guidelines.
  • Work closely and regularly with all Oxfam relevant stakeholders directly linked to the program under implementation, taking into consideration the different roles each party plays and type and level of interaction required for activity or task.
  • Report programmatic and financial progress to the HoP and FM (and CD where needed) and relevant PMU and thematic team members.
  • Contribute to the development of relevant team members JDs and lead on their recruitment processes.
  • Apply the Oxfam leadership values in providing support and guidance to the relevant team members as well as peers.
  • Coordinate and collaborate with other program’ teams to ensure synergy, cohesion and connectivity.
  • Initiate and develop new ways of working and mechanisms which promote decision-making, leadership and autonomy of national and local actors.
  • Contribute to the further development and implementation of the Oxfam country strategy.
  • Contribute to the production of country overall annual plans and reports.
  • Engage in (and sometimes lead) project design and fundraising activities, together with the relevant team members.
  • Act as Oxfam in country representative at national and regional levels, when required.

Implementation & Capacity Building: 60%

Design and develop the overall program’s plan, select national and local partners and support the completion of partners’ project plans and budgets.

Oversee and facilitate efficiently all parnters contractual agreements processes.

Ensure implementation of Oxfam and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of projects’ work.

Ensure the proper implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the MEAL team and work with partners on conducting the baseline surveys, progress monitoring events, producing progress reports and final reports.

Mentor and monitor the progress and quality of the program, the management method (Money, Organization, Time, Risks, Information, Communication and Quality) and ensure the adherence of the program’s goals, and fulfilment of agreed outcomes, target and budget.

Work constructively with team and partners to produce regular updates to guide implementation, monitoring and ensure accountability.

Support partners in program/projects development and implementation through technical advice on participatory community engagement.

Together with the relevant Finance Officer, manage and monitor the project spending, review financial reports prepared by partners.

Produce the substantive report and facilitate the production of the financial one; report to the Affiliate and/or donor as per the agreed timeline and requirements.

Facilitate auditing of fund usage in cooperation with the Financial Program Officer.

Manage, mentor and monitor the performance and productivity of the relevant program’ team and where needed, contribute to advancing their capacities and performance.

Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership.

Visibility, Communication and Networking – 15%

  • Work closely with the Gender and Influencing Coordinator and relevant staff to develop, implement and improve the gender mainstreaming, influencing and visibility strategies and activities of the program.
  • Stimulate the added value of the Partnership and build a relevant network with different active stakeholders.
  • Support the development of mechanisms and tools that assist partners to document lessons and models of good practices from program work and share good practice.
  • Contribute to writing project learning documents, case studies, blogs, video clips.
    Ensure proper flow of information and regular communication within the Regional Project Team and all other relevant stakeholders.
  • Encourage and contribute to a proper flow of knowledge and, where relevant, the synergy with other relevant Oxfam program teams in the region as well as beyond.
  • Encourage and coordinate cross-learning between the various Program partners as well as with other relevant partners and stakeholders.
  • Ensure the knowledge exchange and synergies with other Oxfam projects in the region.
  • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).

Critères d'éligibilité

  • Master degree in a relevant field required (social sciences, political sciences, business administration, Gender studies ) or extended relevant experience in related fields and jobs.
  • Strong understanding of civil society strengthening and gender justice programming in the MENA region– with a particular emphasis on social and economic inclusion.
  • Demonstrate at least 8 years of experience in program design, management and implementation of relevant programs.
  • Strong proven experience in working with, mentoring and monitoring diverse type of national and local (and regional) partners.
  • Experience in coordinating complex national programs in the MENA region.
  • Proven analytical, strategic planning, project design, project cycle and financial management skills.
  • Understanding and passion on involving youth and marginalized groups in a meaningful way within the planning and implementation of this project.
  • Sound understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice.
  • Strong communication and influencing skills, with proven ability to build relationships and partnerships with a diverse range of local, national and international stakeholders.
  • Experience in management and capacity building of teams in complex contexts.
  • Experience raising funds from international donor agencies.
  • Have a results-oriented approach.
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
  • Willingness to travel regularly.
  • Fluency in English and Arabic, both verbal and written. French is an asset.
  • Experience of working with partners and with establishing partnerships with national/local actors.
  • Ability to set and manage priorities and multiple tasks in an effective, pro-active manner. (Desirable)
  • Ability to work independently with confidence and quality. (Desirable)
  • Ability to oversee the implementation, monitor and evaluate a specific project. (Desirable)
