Context 

The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy. Since 1983, CIPE has worked with business leaders, policymakers, and journalists to build the civic institutions vital to a democratic society. CIPE’s key program areas include democratic governance, enterprise ecosystems, business advocacy, and anti-corruption and transparency. 

CIPE has worked in Tunisia since 2006, and established an office in Tunis in 2014. As the democratic space has expanded and the urgency of economic growth and reform has grown, CIPE has increased its programming. Current initiatives focus on advocacy for economic reform, anti-corruption and informality, among other issues, working in close partnership with Tunisian civil society organizations, and particularly business support organizations. To ensure CIPE’s continued growth and quality, CIPE now seeks a full-time Program Coordinator (PC) in its Tunisia office, to work under the CIPE Tunisia Representative, with oversight from CIPE’s Maghreb Program Officer (PO) and Senior Program Officer (SPO) in Washington, D.C. 

Scope 

The Program Coordinator will primarily focus on implementation across CIPE’s varied portfolio of projects in Tunisia. The job will be highly active and interactive, requiring constant multi-tasking and close collaboration with Tunisian partner organizations and CIPE staff in Washington DC, as well as with a range of other stakeholders. Overall, the PC’s purpose is to help programs progress smoothly and to maximize synergies among them. He or she will: help local partner organizations create and adhere to calendars and workplans; track activity progress; identify and resolve programmatic challenges in consultation with the Representative and CIPE colleagues; work with the Program Associate to ensure timely grant administration; support monitoring and evaluation and data collection; participate in project events; provide feedback on partner organization outputs and reporting; and, contribute to writing for CIPE reports and communications products. The PC may also support CIPE projects in Algeria and Morocco at the SPO’s request. 

Specific Responsibilities and Duties

  • Coordinate and support implementation of the CIPE Tunisia portfolio, working closely with the Tunis team to ensure quality control and alignment with programs objectives
    • develop or give input into partner calendars and project tracking documents
    • ensure projects meet CIPE internal and donor requirements
    • regularly communicate with partners on progress and challenges
    • visit partners and participate in different meetings and events as appropriate
    • keep monitoring and evaluation data collection on track
    • work with Tunis and DC PAs to ensure grant administration goes smoothly
  • Act as a link between the Tunis and DC-based teams, identifying areas for exchange and synergy among Maghreb projects and beyond
  • Recruit and help oversee consultants with Country Representative guidance
  • Contribute to internal and external communications on partners activities and successes through blogs, newsletters, reports and other products as agreed with the Representative, PO or SPO 
  • Develop press releases, publish CIPE blogs or outside publications, coordinate with external media outlets
  • Contribute to concept and proposal development and the writing of internal reports
  • Participate in business development and stakeholder efforts and meetings as appropriate and requested by the Tunisia Representative 
  • Promote CIPE’s vison, mission and strategic goals 

Critères d'éligibilité

  • Master’s degree in Social Science, International Development, Political Science or other related areas, or equivalent professional experience
  • Demonstrated interest in international affairs, with an emphasis on political and economic issues in Tunisia. Specific background in economic development and/or private sector desired.
  • Minimum three years’ programmatic experience required. At least two years project management experience supporting international development programs strongly preferred
  • Proven track record in coordinating complex programs with diverse range of partners
  • Previous experience in development assistance or related work for an international organization or NGO. Experience in a multicultural environment is a plus
  • Fluency in written and spoken English, French and Arabic is a must
  • Strong writing and analytical skills
  • Demonstrates considerable personal initiative and a strong critical thinker
  • Strong organizational, interpersonal, and communication skills
  • Handles multiple, detail-oriented tasks simultaneously with limited supervision
  • Works efficiently with colleagues and partners in different time zones
  • Ability to manage project budgets
  • Proficiency in MS-Office, specifically Word, Excel and Outlook and comfortable with using technology for communications and project management
