- BACKGROUND
The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,
heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
- Objective 1: Enhance Tunisia’s competitiveness as a tourism destination; • Objective 2: Increase tourism-related investments and revenue;
- Objective 3: Improve the enabling environment for sustained growth in the tourism sector; • Objective 4: Private sector engagement to expand the offer and quality of alternative tourism. This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
- Increase in the number of tourists.
- Increase in the number of jobs in the tourism sector.
- Increase in tourism revenue.
- Increase in private sector-led investment and innovation in the tourism sector.
POSITION DESCRIPTION
The Senior Compliance Manager is responsible for supporting key risk management/compliance functions for the project with a focus on three key compliance areas – grants, procurements and subcontracts. The Senior Compliance Manager will also ensure appropriate monitoring and mitigation measures have been incorporated into grant implementation plans, establish processes and procedures for procurements, and support the drafting of other project agreements as necessary.
- DETAILED RESPONSIBILITIES
- Under supervision of the Deputy Chief of Party, ensure fair and transparent procurement and grant management processes are institutionalized, build local staff capacity in procurement management, and identify the most expeditious procurement mechanism given risks involved;
- Review established standards and procedures to ensure that the project systems are effective and efficient in preventing, detecting, and correcting noncompliance with applicable rules and regulations, and are in line with Chemonics and USAID rules and regulations;
- Support day-to-day implementation of in-kind grants, with an eye towards building staff knowledge and experience with USAID grants regulations, including processes, procedures, and associated tasks;
- Lead compliance reviews for grants, procurements and subcontracts;
- Ensure compliance to organizational policies, procedures and internal controls (e.g. Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, CCN Policy Manual, Global QMS, etc.), and make recommendations on strengthening these policies and procedures.
- Ensure appropriate monitoring and mitigation measures have been incorporated into grant implementation plans, in collaboration with the MEL Manager;
- Review project files to ensure all grant file documentation is being saved on a regular basis;
- Review completed project files and either recommend updates or readiness for closeout; and
- Undertake any other duties as assigned by supervisor.
- QUALIFICATIONS
- Bachelor’s degree in a relevant field required;
- Demonstrated experience in grant, compliance, and procurement management focused on ensuring that activities are being implemented on-time and in accordance with the specifications of the approved activity, and in compliance with donor and Chemonics policies;
- Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment required;
- Relevant field experience (8+ years) with local partners with remotely managed projects preferred;
- Strong communications skills, and prior experience providing grants or procurement training to local partners preferred;
- Prior staff management experience preferred;
- Fluent written and spoken English, French, and Arabic required.
- REPORTING:
The program compliance manager reports to the project Deputy Chief of Party.
- LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs. The office maintains a five-day work week. Overtime is not authorized.
