Production of Communication Videos on Marine Protected Areas in Libya

  • Context

The WWF North Africa Office (WWF NA) works to promote the conservation of biodiversity and the sustainable management of marine and coastal ecosystems in North Africa. In Libya, WWF NA is supporting national and local partners in the development and improvement of Marine Protected Areas (MPAs) as essential tools for preserving marine biodiversity, sustaining fisheries, and improving the livelihoods of coastal communities.

As part of this effort, WWF NA aims to produce four short video reports showcasing the ecological, social, and economic value of key Marine Protected Areas (MPAs) in Libya:

  • Farwa Island
  • Gara Island
  • Ain El Ghazala
  • A global video providing an overview of MPAs in Libya and the work carried out by the project’s executing partners (namely WWF North Africa, IUCN Med, SPA/RAC and the Ministry of Environment in Libya).

  • Objectives of the Assignment

The assignment aims to:

  • Produce four high-quality video reports (10–15 minutes each): one for each site and one global video providing an overview of Marine Protected Areas (MPAs) in Libya and the work carried out by the project’s executing partners. Each video should highlight the ecological importance of the sites, the role of local communities, and the ongoing efforts to protect and manage these areas.
  • Support awareness and advocacy efforts targeting decision-makers, local communities, and the general public.

  • Scope of Work


  • Pre-production 
  • Develop a script and storyboard for each of the four videos, in coordination with WWF NA.
  • Integrate WWF-provided information, visuals, and contacts for interviews.
  • Propose a visual and narrative style consistent with WWF identity and local context.

  • Production
  •  Conduct filming missions at the three sites (Farwa, Gara, Ain El Ghazala).
  • Capture interviews with local stakeholders, community members, conservation actors and the key project executing partners.
  • Include footage of marine and coastal landscapes, biodiversity, and community activities.
  • Ensure high-quality visuals (aerial and underwater shots if possible) and clean audio recording.


  • Post-production
  • Edit four videos in Arabic with English subs.
  • Add subtitles in English.
  • Include WWF branding, titles, and appropriate credits.
  • Apply colour correction, sound design, and final mastering for professional TV quality.

  • Deliverables

 

  • Thre video reports ( 5 minutes each), in Full HD (1080p) broadcast quality, horizontal format (16:9).
  • A 20- to 30-minute documentary combining the three previous videos, connected by a consistent narrative thread from start to finish.
  • Editable source materials, including:
  • Video project files (Premiere / After Effects or equivalent).
  • Editable graphic and text layers to allow future updates (logos, credits, data, etc.).
  • Photo selection: at least 10 high-resolution photos per site (for communication use).

Interested agencies or consultants are invited to submit:

  • A technical proposal (max 5 pages) describing their understanding of the assignment, proposed methodology, timeline, and team.
  • A financial offer (in USD) all taxes included.
  • A portfolio showcasing previous similar works (especially environmental or institutional videos).
