Production Company to produce a video documenting the project and the CSO consultative process
Background
Promoting democratic space for marginalized communities in oil-producing areas of Tunisia is a four-year project funded by the United Nations Democracy Fund (UNDEF) and implemented by the Natural Resource Governance Institute (NRGI). The project aims to support a peaceful democratic transition in Tunisia by bridging the gap between the government and marginalized oil-producing communities of Tataouine and Kebili. Through quantitative and qualitative research and technical and financial support, NRGI will establish and empower local civil society networks to engage in community and government consultations for region-specific roadmaps addressing oil-producing communities’ grievances. The networks will also be to hold the government accountable through follow-up meetings to monitor the implementation of government commitments.
Purpose statement
As part of the documentation strategy to amplify civil society voices, NRGI intends to produce a video documentary to inform public opinion and showcasing project activities and outcomes. To accomplish this, NRGI seeks to obtain the services of a production company that will produce the documentary while working in close collaboration with staff and partners.
Call for consultancy services
NRGI invites bids from competent firms or production companies to submit their Expression of Interest for consultancy services to undertake production of a video documentary on “Promoting democratic space for marginalized communities in oil-producing areas of Tunisia.”
Objectives of consultancy assignment
The objectives of the assignment shall be;

The Production company shall;
Timeframe
The consultancy shall be for a duration of 2 years (20 to 25 working days) from the date of signing the contract on March 2023 to February 2025.
Working arrangement
The Production Company shall be paid 40% of the total cost upon approval and signing the contract and the balance upon satisfactory production of the documentary.

All materials arising out of the consultancy shall remain the property of Natural Resources Governance Institute (NRGI)
Required Qualifications and Experience of the Consultancy firm/Production Company
Roles and Responsibilities
The Production Company will be responsible for:
(a) Preparation of a technical and financial proposal, work plan and budget for the assignment Engage NRGI target beneficiaries and stakeholders throughout the assignment.
(b) Provide updated/draft video documentary to NRGI as required
(c) Produce deliverables in accordance with the requirements and timeframes outlined in this ToR.
(d) Give NRGI footage, including raw material and final video products.
Application process
Applicants are required to submit the following:
(a) A technical proposal: Letter of Interest, stating why you consider your firm/company suitable for the assignment
(b) Firm/company profile on handling related assignment in addition to a portfolio of other video projects/documentaries that you have worked on.
(c) Names and qualifications of the key personnel who will perform the services indicating who is Team Leader, roles of each team member, CVs.
(d) Financial proposal indicating consultancy fees (per working day) and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
(e) Both technical and financial proposal shall not exceed five pages
