Production Agency to document DRC’s work in Medenine
Background:
In November 2021, DRC Tunisia started a 2-months pilot project called “Accelerated Creation of Employment in Medenine (ACREM 1)”. By the end of the project (December 31st, 2021), DRC succeeded in placing 15 female job seekers in several local companies in the Medenine region after receiving soft skills training as per employer recommendations. Under the same project, 17 new small businesses were created by young entrepreneurs benefiting from the DRC entrepreneurship training along with a small grant. The beneficiaries’ ages ranged from 20 to 35, and 87.5% of the participants were female.
Building on the results achieved through “ACREM 1”, DRC Tunisia aims to implement a second phase of the project “ACREM 2” targeting young entrepreneurs who recently created their businesses under phase 1 and are struggling with marketing and client relationship issues.
Within the current country programme, DRC initiated initiatives to document the businesses can be used for publications, donor reports, websites, Facebook pages, and other documents. DRC is eliciting the assistance of highly-skilled, renowned contractors to illustrate DRC’s work in Medenine, Tunisia.
Consultancy scope
DRC Tunisia is seeking professional photographers to document DRC’s work in Medenine governorate in Tunisia. All candidates during the training period planned for June. The selected photographs will be used for DRC advocacy and communication purposes and be published in various publications, websites, presentations and communication for development campaign materials.
Consultancy objectives
The contractors shall provide DRC with photography services on the development of the programme objectives highlighting the beneficiaries’ experiences and in support of DRC’s advocacy and programme communication activities.
Deliverables
The contractors will be expected to deliver the following services:
Every day of the training should be photographed, a minimum of 3 videos + 3 photographs per beneficiary. Digital images should be in high resolution and all content should be mailed to DRC.
Within five days of shooting for the purposes of providing photos for publications, promotional materials, website or campaigns, a complete set of images (number should be calculated by total of beneficiaries once confirmed)
Methedology:
The contractors will provide digital photographs for production of human-interest stories, social media materials, campaign publications, and website content
Reporting requirements:
The contractors will report to the Communication Officer, who will regularly communicate with the contractors and provide feedback and guidance on their performance and all other necessary support so to achieve objectives of the assignment, as well as remain aware of any upcoming issues related to contractors’ performance and quality of work.
Reporting Line:
The contractors will report directly to the DRC’s communication focal point.
Assessment and award of consultancy
DRC will evaluate the proposals and award the assignment based on technical (50%) and financial
(50%) feasibility.
DRC reserves the right to accept or reject any proposal received without giving reasons and is not
bound to accept the lowest or the highest bidder.
Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.
Selection criteria
For the award of this project, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:
THE TECHNICAL OFFER (50% of the overall evaluation): will be evaluated using the following criteria, and points will be allocated in the scale from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:

The total cost of the financial offer should be mentioned in the DRC Bid Form (Annex A), while the breakdown of the budget should be attached separately
