Title: Procurement Specialist

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
- Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
- Objective 2: Increase tourism-related investments and revenue;
- Objective 3: Improve the enabling environment for sustained growth in the tourism sector;
- Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.
This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
- Increase in the number of tourists.
- Increase in the number of jobs in the tourism sector.
- Increase in tourism revenue.
- Increase in private sector-led investment and innovation in the tourism sector.
The Procurement Specialist will work alongside a diverse team of professionals in the Tourism field to procure services and products supporting implementation of the project work plan.
Strong candidates are adaptive to change, tenacious problem-solvers, and skilled on communication along with other operations members but more enhanced with professionals and experts of each technical component.
- DETAILED RESPONSIBILITIES
- Conduct various aspects of day-to-day operations in the office, including monitoring of vendors and subcontractors’ relationships, personnel equipment, inventory, and travel logistics.
- Prepare RFQ/RFP and facilitate panel reviews/evaluations.
- Prepare professional agreements, subcontracts, and purchase order in respect of Chemoncis templates and procurement regulation.
- Tracking of deliverables terms and subcontractors services completions.
- Conduct operational procurements for the project including services and commodities as required by the project.
- Support the operations department in areas of inventory control, asset management, and reporting of inventory to Chemonics headquarters and client.
- Prepare and ensure that files have all necessary administrative forms for project-related items, based on corporate policies and USAID regulations.
- Undertake other duties as assigned by supervisor.
- Bachelor’s degree in a relevant field.
- Minimum of 5 years of experience, preferred experience in international development field.
- Experience deploying subcontracts in support of project objectives.
- Relevant experience in large procurement processes and Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
- Excellent writing and oral presentation skills.
- Skilled at relationship management, with strong interpersonal and negotiating skills.
- Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
- Fluent English. Arabic and/or French is desirable.
The Procurement Specialist will report to the Operations Manager.
- LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with possible travel to regional locations. The office maintains a five-day work week. Overtime is not authorized.
