Job Summary
Democracy International is seeking to hire a Procurement Officer for the Civil Society Activity in Tunisia. This position is open to Tunisian nationals. The Procurement Officer will provide support to the DI Procurement Team in planning purchases, shepherding all purchases through the request and vendor selection processes, providing administrative support to maintain vendor files, and supporting the coordination of project events.
The Civil Society Activity aims to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and build the legitimacy and sustainability of the civil society sector.
Responsibilities
The Procurement Officer’s main responsibilities are to:
- Serve as the purchase requester for all field purchases, as requested by the Procurement Manager.
- Develop and issue Requests for Quotations (RFQs)including bidders lists (short lists) and statements of work.
- Validate contract pricing for all purchase requests.
- Lead the vendor selection process by preparing for bidding conferences and developing price comparison tables.
- Analyze proposals/quotations and select vendors based on DI’s purchasing processes.
- Liaise with Procurement Manager to procure all needed office consumables including drafting purchase orders, signing for goods received, and receiving invoices.
- Maintain files for all DI vendors including, but not limited to, purchase orders, invoices, and amendments to agreements.
- Deliver approved checks for vendor payments and obtain vendor receipts when requested.
- Provide support to the Procurement Manager in maintaining the schedule and arrangements for Project events.
- Ensure all procurements are in compliance with USAID rules and regulations and DI’s Purchasing Handbook.
- Confirm and document the receipt of goods and services procured according to DI’s purchasing procedures.
Required Qualifications, Skills, & Experience
- Bachelor’s degree (or international equivalent) in Business Administration, Business Management, Finance, or Logistics highly recommended.
- Minimum of 3 years of experience in procurement and logistics for large scale operations or projects required.
- Comprehensive knowledge of national procurement standards and practices required, knowledge of USAID regulations and procurement processes, or experience working on procurement for international donors or government projects, highly desirable.
- Proficiency in Microsoft Office 365 and ability to learn various software systems required.
- Working/intermediate knowledge of English preferred, Arabic fluency required.
Reporting Requirements
The Procurement officer will report to the Procurement Manager and the Operation Director as needed.
