Position Title: Procurement Manager

Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.

Project Overview: The USAID Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives: 

  • Strengthening the energy sector’s performance
  • Diversifying and securing energy supply
  • Promoting advanced technology pilots and partnerships

 

Position Overview: In coordination with the Operations Manager and Director of Finance, Administration and Compliance (DFAC), the Procurement Manager is responsible for managing the procurement process for the Power Tunisia project. This includes coordinating with the Deloitte Home Office on developing and implementing procurement plans, managing procurement-related activities, and ensuring compliance with USAID regulations and guidelines. The Procurement Manager will work closely across the project team to ensure that all project-related goods are procured in a timely and cost-effective manner.

Detailed Responsibilities: The Procurement Manager shall perform the following general functions:

  • Develop and implement procurement plans for the project, in line with project timelines and budgets;
  • Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier pricing validation for all purchase requests. Prepare price comparative tables; 
  • Negotiate contracts and agreements with suppliers, ensuring that they meet the Activity’s requirements and are compliant with USAID regulations and guidelines;

Manage the procurement process, including issuing purchase orders, tracking deliveries, and 

  • managing invoicing and payments;
  • Support Technical team on all aspects of the procurement process;
  • Oversee the inventory management and handover of all Equipment and procurements being used to support national energy stakeholders;  
  • Support Operations Manager and Operations Officer to purchase all needed office consumables including signing for goods received, and receiving invoices; 
  • Maintain files for all Power Tunisia vendors including but not limited to purchase orders, invoices, and amendments to agreements; 
  • In close coordination with the Deloitte GPS Procurement Manager, work on all procurements above $10,000. Actions will include conducting market research, developing bidders list, advise technical staff on development of statements of work, coordinate proposal evaluations, liaise with Deloitte US Procurement Group on procurement actions and support post-award Procurement management; 
  • Ensure all procurement are in compliance with USAID rules and regulations, and Deloitte’s procurement policies; and
  • Other duties as assigned.

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Operations Manager. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

 

Qualifications: 

  • Minimum Years of Relevant Experience: 7 years 
  • Minimum Degree Required: Bachelor’s degree in Business, Supply Chain, Finance, Accounting or another relevant field 
  • Professional fluency in English, French, and Arabic required (both verbal and written) 
  • Previous experience in a procurement position
  • Attention to detail, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written) 
  • Proficient in Microsoft Office Suite
  • Demonstrated organizational management skills required to track staff movements, activities, reports, data and ensure complete and accurate record management 
  • Strong knowledge of procurement leading practices 
  • Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms 
  • Prior experience on USAID or donor-funded projects (preferred)
  • Experience with managing procurements under US Government regulations and working experience on USAID-funded projects (preferred)
